Description
SYNOPSIS W9113M-15-R-0010 SPACE SCIENCE, SYSTEMS ENGINEERING, AND APPLIED SCIENCE SUPPORT The United States Army Contracting Command-Redstone Arsenal, U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), Contracting and Acquisition Management Office, Redstone Arsenal AL 35898, intends to award a sole-source contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL), 11100 Johns Hopkins Road, Laurel, MD 20723-6099, CAGE Code 88898, for work to be performed by Johns Hopkins University Applied Physics Laboratory (JHU/APL), a designated DoD University Affiliated Research Center (UARC); the resulting contract will be a follow on in support of services under contract W9113M-09-D-0001, which has an ordering period end date of 31 January 2016. This effort will be awarded as indefinite-delivery/indefinite-quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) task orders (TOs). Within its core competencies as a DoD UARC, JHU/APL will provide USASMDC/ARSTRAT needed expertise in support of a wide range of space, high altitude, cyber/information operations, missile defense, security, lethality and survivability, and theater air defense areas. The services include tasks such as (but not limited to) planning and analyses; science and technology (S&T) evaluation and assessment; application of space science and technology to new system concepts and operational needs; technology transfer; space system architectures; system performance and cost; development engineering; systems engineering; rapid prototyping (hardware and software); systems integration; wargaming/exercise/ demonstration; hardware and software design engineering; classified and unclassified experimentation; modeling, simulation and analysis (MS&A) development, evaluation, execution, and analysis; test and evaluation of new and emerging technologies; instantiating enabling concepts (from breadboards to spacecraft); capability review and risk assessments (CRRA) process; analysis of alternatives (AoA); integration of existing and planned aerospace force elements and infrastructures; military utility assessments (MUA); and special studies for design reviews, development of new processing techniques and acquisition of satellite systems, including space experiments, payload and sensor test and evaluations, and operations analysis for other related initiatives. Additionally, JHU/APL will fulfill a gap in the ability to obtain a quick response to meet evolving requirements for objective engineering and systems engineering support services for complex systems, research, and development of specialized functions across all mission areas. This acquisition will also support the ability to perform Independent Verification and Validation (IV&V) of systems under development utilizing a wide variety of data sources and proprietary contractor information. A UARC is able to provide these unique capabilities. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(3)(B), as implemented by Federal Acquisition Regulation FAR 6.302-3(a)(2)(ii) which authorizes the agency "To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center". This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government.
