- Word File of Sources Sought Purchase description/Specification for tube Cleaning System SOURCES SOUGHT SYNOPSIS: Solicitation Number: FA8224-16-T- 0013 Notice Type: Sources Sought Synopsis 1. NOTICE: This is not a solicitation, but rather a Sources Sought to determine potential sources for information and planning purposes only. 1.1. The purpose of this sources sought is to conduct market research, and assist in determining the appropriate acquisition strategy. The Government has proposed the North American Classification Systems (NAICS) Code of 333999 which has a corresponding Size Standard of 500 Employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned small business concerns. 1.2 The Government requests that interested parties respond to this notice, if applicable, and identify business size with regard to the identified NAICS code. Additionally, provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the potential teaming partners. 2. Program Details: 2.1. The following information is provided to identify potential contractors who have the skills, experience, ability and knowledge required to successfully provide the described capability. This effort is a design build for the procurement of a Tube Cleaning System with equipment and accessories as described in the attached draft Performance Work Statement (PWS). This is in support of the 309th Commodities Maintenance Group (CMXG) located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information or the site visit. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP approximately March 2016 for the acquisition of services required for this effort. The Government requests interested parties to submit a brief statement of current capability to design and build this equipment and a letter of interest addressing the questions below. Please limit your submissions to five pages. Responses, including the RSVP to the site visit, must be submitted to both Dave Bryan and Tyler Fitz via email at David.Bryan.8@us.af.mil and tyler.fitz@us.af.mil. CAPABILITY QUESTIONS Potential minimum requirements for the equipment; these may change as we progress with this acquisition. a) Tank 1: Wash System a. Open top tank 24 x 24 x 120" (w-d-l) 250 gal. 12 gage 304 SS insulated with external SS skin and split manual lid b. 10 kw ultrasonic transducers, generators, and timers. c. Oil weir, filter, and heating system with controls d. Process uses Brulin 815GD detergent @ 10% concentration and holds 120ºF±10ºF. b) Tank 2: Rinse / Pressure Test System a. Open top tank 24 x 24 x 120" (w-d-l) 250 gal. 12 gage 304 SS with split latching manual lid and external SS skin. b. Pistol grip spray nozzle for rinsing and flushing ¼" to 3" bent tubes. c. 2 station manifold for leak testing 1" to 3" welded tubes @10-20 psi water pressure with pressure regulator, isolation valves, and gages mounted external to the tank. d. 2 station manifold for pressure testing ¼" to 1" hydraulic tubes @ 6,000 psi water pressure with air over water pump, isolation valves, gages, timers, and controls mounted external to the tank. c) Access to front and both ends of each tank with minimal obstruction(s) for maintenance. 1.
