- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for brand name Expert-24 Inc. software product technical support for the Healthe Living Assessment (HLA). The TAC intends to award a sole source, one year, firm-fixed price contract with one option year to Expert-24 Inc. 2940 S. Newcombe Way, Lakewood, Colorado, pursuant to authority Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Expert Builder Toolkit developed by Expert-24 Inc. includes three tools, WebBuilder, VirtualExpert, AssetBuilder, which run the existing platform HLA engine. These tools are linked to databases and schemas that are updated on the clinical aspects as medical updates become available and these updates go directly into the HLA platform. The required technical support services for the existing product tools are required to ensure that the HLA platform remains operational as updates are completed. Any other source other than Expert-24 Inc. would require access to the proprietary software source code as well as expert knowledge of these tools in order to provide the required technical support. Without the expert knowledge of these tools and support needed to troubleshoot any errors, the My HealtheVet (MHV) development staff will not be able to ensure the 3.3 million Veterans currently using the HLA platform have accurate and around the clock availability to their assessments. Without these technical support services, specifically the Tier III level support, VA would be unable to escalate modifications, enhancements, or repairs to the HLA to maintain its operational availability. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25.5M average annual revenue. The estimated date of award for this action is December 31, 2015. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement in response to this notification which shall be considered by the agency. This notification shall close on December 30, 2015.
