- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Campbell Scientific, Inc., upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to purchase equipment in accordance with the following specifications: (1) Measurement and Control Datalogger with Temperature Ranges: -ST -25 to +50C; Part # CR1000-ST-SW-NC (2) Two 16- or 32-Channel Relay Multiplexers with Temperature Ranges: -ST -25 to +50C; Part # AM 16/32B-ST-SW (3) Temperature and Relative Humidity Probe with -L ft cable per sensor and -PT w/Tinned Wires cable termination option, Part # CS215-L20-PT (4) Multidrop Interface w/Temperature Ranges -ST -25 to +50C, Part #MD485-ST-SW (5) Water Content Reflectometer with -L ft cable per sensor and -PT w/Tinned Wires cable termination option, Part # CS650-L300-PT-DS (6) RG8 Antenna Cable with 2 Type N Male Connectors, Part #COAXNTN-L25 (7) Null Modem Cable, 9-Pin Male to 9-Pin Male, Part #18663 (8) CC5MPX Digital Camera with Window Defroster, Part #CC5MPXWD-NC (9) CC5MPX Mounting Kit, Part #18549 These are replacement components necessary to continue ongoing experiments. ERDC-CRREL requires exact replacements in order to continue their experiments while maintaining integrity and consistency with data already collected with the previous instruments. As such, no other equipment can be considered for this requirement. Scientific Campbell, Inc. was identified as the only source capable of supplying the requested supplies. Prior to a fire, which destroyed the existing equipment, Campbell Scientific's equipment was being used by CRREL as part of ongoing research experiments. CRREL requires exact replacements in order to ensure compatibility with the remaining components that weren't destroyed in the fire, continue research while maintaining integrity and consistency with data already collected prior to the fire, avoid unnecessary loss of funding and schedule by effectively utilizing the experience with operating, programming and customizing the requested equipment that the research team already possesses. The associated North American Industry Classification System (NAICS) code is 334513, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 05:00 PM CT, 31 December 2015 to: Kim.D.Roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
