- Description
- AFLCMC/HNAK intends to award a sole source follow-on contract for operations and support of the Battlefield Airborne Communications Node (BACN) system payloads. Northrop Grumman will operate and maintain the payloads for four (4) E-11A and three (3) EQ-4B aircraft systems. The operations and support is expected to begin in January 2017 and may continue through January 2021 in optioned intervals of no more than 12 months each. The contract entails maintain the BACN payloads, payload "A" kit (payload installed in aircraft) and "B" kits (equipment to include rack assemblies needed for installation in aircraft) and payload operating ground stations for all aircraft. The contract includes continued payload maintenance, periodic software upgrades and providing spares/repair parts for the payload, payload ground stations, and all other ancillary equipment required. Work will take place at multiple undeveloped US Military facilities overseas. It also involves work with cryptographic equipment. Maintenance of the EQ-4B and E-11A aircraft platforms will be accomplished under separate contracts. Interested parties may submit unclassified responses to this notice by email to Mr. Michael Berard at michael.berard.3@us.af.mil and Capt. Harry Thigpen at Harry.Thigpen.1@us.af.mil. No other communications will be entertained. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Although "proposal" and "offeror" are used in this Presolicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement un 10 U.S.C. 2304. A justification and Approval for this action will be published after award. An AFCLCM Ombudsman has been appointed to facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
