- NOTICE OF INTENT December 21, 2015 Exchange Opportunity Department of Labor Headquarters Building and Parcel Washington, DC The U.S. General Services Administration (GSA), on behalf of the Department of Labor (DOL), provides notice that the Government is exploring the possibility of entering into an Exchange Partnership to develop, design, construct, and deliver a new DOL Headquarters Facility in exchange for the Federally-owned Frances Perkins Building (FPB) and underlying land. The FPB is located at 200 Constitution Avenue, NW, Washington, DC on an approximately 10.5 acre parcel. GSA is issuing this Notice of Intent (NOI) in conjunction with a Request for Expressions of Interest (REOI) for potential sites for a new DOL Headquarters Facility. The REOI is seeking to receive proposals for potential sites for the contemplated exchange within the District of Columbia (DC). As GSA explores the potential of an exchange transaction, GSA will consider (i) donated sites, (ii) sites to be sold to GSA through a no-cost, assignable purchase option (if exercised, allows for site acquisition at an agreed-upon price and is assignable to an exchange partner), or (iii) privately held sites on which the landowner wishes to retain exclusive development rights in the possible future exchange. Donated sites are preferred. In addition to the sites submitted in response to the REOI, GSA will consider Federally-owned sites. If GSA decides to move forward with an exchange transaction, the Government would release a Request for Qualifications (RFQ) for an Exchange Partner and later issue a Request for Proposals (RFP) from the Qualified Developers for any proposed transaction. The RFP would further describe the property being made available for exchange, provide response instructions to offerors and specify the evaluation criteria used to assess proposals. As part of any exchange, GSA would meet with local stakeholders to describe this process and the desired outcomes, and GSA would comply with the National Environmental Policy Act of 1969 and National Historic Preservation Act of 1966. Through an exchange transaction, the Government envisions an opportunity to achieve the following: ●Create an up-to-date, modern work environment; ●Reduce tax-payer dollars for building operation costs; ●Promote efficient building design and reduce energy consumption; ●Consolidate leased locations into federally-owned space; and ●Leverage the expertise of the real estate industry to promote economic redevelopment at the current site and any new location. This NOI is being issued for information purposes only and does not constitute a solicitation. Any responses to this NOI will not be considered an offer and will not be accepted by the Government to form a binding contract.
