Description: Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Solicitation Number VA101-15-R-0081 for project 657-313 Rehabilitation Building and Site Improvement at Jefferson Barracks Division, VAMC St Louis, MO. This procurement is UNRESTRICTED. Based upon the drawings and specifications to be provided by the Government upon release of the solicitation, the Unrestricted Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the construction of the project described herein. Work is to be performed at the Jefferson Barracks Division Campus of the St Louis VA Medical Center located at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125. The general contract scope includes, but is not limited to, demolition and removal of existing improvements and features above and below ground (including minor demolition at existing Buildings 52 and 53 to facilitate new construction of connectors to the new rehab building); earth and site work, including excavation, fill and disposal of surplus excavated earth and other material; relocation and removal of existing utilities; installation of new underground infrastructure utilities including water, steam and chilled water and their connections to existing buildings; and general construction of new Rehab Building, including foundations, structure, exterior wall systems and components, roof systems, interior construction, elevators, mechanical systems, electrical systems, plumbing systems, fire protection systems, telephone/data systems, security/intrusion and access control systems, underground site utilities, site paving and striping, site lighting, landscaping and other site improvements and incidental related work including modifications to existing buildings 52 and 53 to connect new construction into existing-to-remain construction. The contractor shall provide a contractor Quality Control system; laboratory and field testing, inspections, and systems testing; whole building commissioning; LEED Ž Silver certification; and unit pricing for unforeseen bulk rock removal, trench rock removal and increased/decreased depths for drilled piers/caissons. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. The contract drawings and specifications include seven (7) deductive alternates to be taken as required to make award within available funding. The Unrestricted Offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $36.5 million and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000 with a completion period of 844 calendar days after receipt of notice to proceed. NOTICE TO PRIME CONTRACTORS: The Unrestricted offeror must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about January 5, 2016. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be scheduled to take place at VAMC St Louis, MO. Be advised this will be the only scheduled site visit. Offerors are highly encouraged to attend. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion.
