- Department of Veterans Affairs Veterans Health Administration Sources Sought Notice - Use of Firing Range for CWM VAMC Police This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA's understanding of your company's offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following services described in Performance Work Statement below. This Sources Sought is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. RESPONSE COMMITMENT I.NOTES: A.All questions, comments or concerns should be directed to Johanne.Menard@va.gov. B.Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C.Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). II.TIMELINE : A.This request will close on stated date within the FBO site. III.Requested information: Interested parties shall provide the following information in addition to your capability response and return to Johanne.Menard@va.gov by 8:00 am on December 24, 2015. A.Format: 1.MS Word or pdf format (please ensure email is under 5 mb) 2.Page limit - 5-8 pages (please make the response as brief and concise as possible) 3.Company name and Sources Sought number listed on each page 4.Proprietary information MUST be marked as such, on a page-by-page basis. B.Specifics: 1.In your response, please provide the following information based on the requirement. a.Your company's capability of fulfilling this requirement as it is described. b.If you are submitting an equal product, please provide detailed information, specs, brochures, etc., for all of your equal items 2.Please also provide name of company, company address, a contact person's name, telephone number, fax number and email address. 3.DUNS number, and indicate if actively registered on System for award management (SAM) 4.Contractual vehicles the company holds, such as NAC or GSA schedules. 5.Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. The Department of Veteran Affairs Contracting Office POC: Johanne Menard Contracting Officer Email: Johanne.Menard@va.gov PERFORMANCE WORK STATEMENT USE OF FIRING RANGE 631-16-1-9927-0001 1.0 INTRODUCTION - VA Central Western Massachusetts Health Care System (VACWM) Medical Center's Police requires the use of a minimum 75-feet firing range to provide firearms training and re-certifications to approximately 25 officers. This service is required from 1 2016 through December 31, 2016 plus four possible option years at the Government's discretion. 2.0 BACKGROUND - All agency police officers must achieve and maintain qualifications in the use of agency-approved firearms at an armed facility as a condition of continued employment as a VA police officer. Each otherwise qualified VA police officer at an armed facility will be provided appropriate training and a reasonable period of time to achieve weapons qualification. Firearm range qualification and use of force training will be completed at minimum every 6 months using an approved course that has been sanctioned by the Office of Security and Law Enforcement (OS&LE). 3.0 SCOPE - The firearms range must be indoors providing the ability to use the facility year round and the range must be at least 75-feet in length and allow the use of 124gr. 9mm Jacketed hollow point (JHP) Ammunition. It shall also have an air exchange system. 4.0 APPLICABLE DIRECTIVES - The firing range must meet all requirements as set by the VA policy and the VA Police Law Enforcement Training Center in accordance with VA Handbooks 0720 and 0730. 5.0 PERFORMANCE REQUIREMENTS - In addition to requirements listed in section 3.0, the range will supply the following: 5.1 Memberships - This contract will include three Annual Memberships. Memberships will include unlimited range time. Membership period is from January 1, 2016, through December 31, 2016. 5.2 Semi-Annual Firearms Re-Qualifications- The full range will be reserved for one week (40 Hours) four times per year (quarterly). All dates will be scheduled ahead and pre-approved. 5.3 Practice and Training -The range can be reserved one day per quarter. All dates will be scheduled ahead and pre-approved.
