- DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is issuing a market survey to identify potential sources that can fulfill the required technology focus areas for the Increased Range Anti-Personnel (IRAP) requirements. This market survey supplements Request For Information (RFI) W15QKN-15-X-8420 issued on 7 April 2015. IRAP is a 40mm Low Velocity cartridge that will be fired from the M320 grenade launchers and will require advanced fuze, warhead and propulsion components to meet performance goals. The Government is seeking information related to IRAP technologies including fuze, warhead and propulsion that can provide increased fuze functionality, lethality and range/accuracy in 40mm munitions fired from the M320 grenade launchers. PLANNED ACQUISITION: This notice is being issued for informational purposes only. An Industry Day to discuss future Medium Caliber developmental efforts, including but not limited to 40mm grenades, is being planned for 2QFY16. The US Army is considering initiating an Engineering & Manufacturing Development (EMD) program starting in FY18 for IRAP. The Army encourages vendors to demo their technologies by 2QFY17. The Army is willing to enter into Cooperative Research and Development Agreement (CRADA) agreements in order to facilitate the demonstrations. The Army also has developed technologies that industry can use at their option to reduce the risk of an integrated design. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their capability to provide 40mm Low Velocity IRAP ammunition and/or required sub-systems. Interested companies should provide their company name, address, company size (including # of employees), Point of Contact's name, telephone number and email address. In addition where applicable, request that respondent provide the following information: Section 1: Complete IRAP Round A description of technology that can provide increased fuze functionality (airburst, self-destruct and point detonate), increased lethality and increased accuracy. 1) A description of the cartridge's design including dimensions (length, weight, etc). 2) A description of the launcher in which the cartridge has been proven to be compatible with. 3) A description of the range and accuracy in which the cartridge has been proven to meet. 4) A description of the recoil forces that the cartridge has been proven to achieve on specific launchers (if M320 recoil forces are stated, specify if they are for the mounted or standalone configuration). 5) A description of the warhead and what fragment size, velocities and count can be achieved. 6) A description of the fuze to include, how airburst function is achieved, how self-destruct function is achieved and how PD function is achieved 7) A summary of the Technology Readiness Level (TRL) of the cartridge. Is the cartridge technology/design still in development or already fielded? 8) Are any IM improvements incorporated into the design of the cartridge to meet requirements of MIL-STD-2105D? 9) Rough Order of Magnitude (ROM) pricing and production/delivery timeframe. Section 2: CRADA The U.S. Government is willing to enter into a CRADA for 40mm Low Velocity Complete IRAP cartridges and/or sub-systems (fuzes, warheads and/or propulsion systems) with current ARDEC prototypes. If interested in a CRADA, please provide the following: 1) A description of desired CRADA efforts. 2) Number of full-up rounds and/or subsystems to be provided. 3) Amount of time required to provide full-up rounds and/or subsystems. 4) Other than the M320 Weapon, what other equipment would be required for demonstration purposes (i.e. Fuze Setters and/or Fire Control). Interested sources are encouraged to submit the requested information within 30 days of this notice to Laura Mackie, Contract Specialist, laura.a.mackie.civ@mail.mil. All information is to be submitted via email, at no cost or obligation to the Government and information provided will not be returned. Note: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This is a Request for Information (RFI) for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government may utilize the information received to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change.
