- Description
- The Mobile District Corps of Engineers has a need for a contract to Fabricate and Deliver one set of miter gates (right hand leaf, left hand leaf, and all spare parts and appurtenances) for Holt Lock and Dam near navigation mile 347.0 on the Black Warrior River, Cottondale, Alabama. Each leaf is approximately 7' thick by 64' wide by 84' tall. The approximate weight of each leaf is 670,550 lbs. Each gate leaf is to be delivered in one piece; field assembly to facilitate delivery will not be accepted. The set of gate leafs are to be delivered in one shipment to the Holt Lock. The contractor will be responsible for all planning, supervision, labor, plant, equipment, materials, supplies and all other things necessary for the fabrication and delivery of the gate leafs. The solicitation will include two separate Bid Schedules (Bid Schedule No. 1 and Bid Schedule No. 2.). The difference in the Bid Schedules is the method of construction of the Miter and Quoin girders. Bid Schedule No. 1 includes the fabrication of the Miter and Quoin girders by welding plate steel: Bid Schedule No. 2 includes the forging of the Miter and Quoin girders and machining to specifications. The details will be includes on the contract drawings. There is an optional item in each Bid Schedule to Fabricate and Deliver 4 reverse tainter valves (with all appurtenances) for Holt Lock and Dam at the same delivery location as the miter gates. Each valve is approximately 12'-6" wide by 14'-9" tall and 18' deep from outside skin plate to the trunnion hub. The approximate weight of each valve is 32,000 lbs. Each valve is to be delivered in one piece; field assembly to facilitate delivery will not be accepted. The set of 4 valves are to be delivered in one shipment to the lock. The contractor will be responsible for all planning, supervision, labor, plant, equipment, materials, supplies and all other things necessary for the fabrication and delivery of the gate leafs. The decision to award the optional item will be within 60 days of base contract award. The Government contemplates contract award on or about March 2016 with an anticipated delivery date for the miter gates no later than 1 July 2018 and delivery of the 4 tainter valves no later than 1 July 2019. Installation of the new miter gate leafs will be performed under separate contract by another contractor during a major lock closure scheduled for July 2018. It is anticipated that a firm-fixed price contract will be awarded based on FAR Part 15 "best value" procedures. This procurement is 100% set-aside for small business. The NAICS code for this procurement is 332312 with a size standard of 500 employees. A site visit/proposal conference will not be held. The river and lock location can be viewed by google earth. All questions regarding the solicitation will be facilitated utilizing the ProjNet automated database. The solicitation package will be available for download on or about January 4, 2016. The solicitation will only be issued as a direct download at the following website: https://www.fbo.gov. All offerors must be registered in Systems for Award Management (SAM) before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Therefore, it is the offeror's responsibility to check the website for solicitation posting and any changes to this solicitation.
