- Synopsis: Request for Information - SOURCES SOUGHT SYNOPSIS - The Weapons Development and Integration (WDI) Directorate of the Aviation and Missile Research Development and Engineering Center (AMRDEC) seeks innovative concepts and technologies capable of achieving the below list of Precision Shoulder Launched Missile (P-SLM) System objectives. The objective of the P-SLM system is to provide the ground combatant individual soldier with a multipurpose, lightweight, fire and forget, day/night capable shoulder launched missile with precision lethality against personnel in the open, within or behind structural barriers (defilade) as well as defeat lightly armored vehicles and/or incapacitate the personnel within. System Objectives: A) Lethality - Earth and Timber (E&T) Bunker and Personnel: Collapse bunker side-wall or roof and/or incapacitate occupants using a 30 second defense casualty criterion, with a single shot from 15 - 500m at up to 45 degrees angle of impact. B) Lethality - Enemy Personnel within and/or behind Masonry Structures: Incapacitate personnel within and/or behind a twelve-inch thick triple brick or eight-inch thick double reinforced concrete structure with a single shot from 15 - 500m at up to 30 degrees angle of impact. C) Lethality - Stationary Lightly Armored Vehicles: Achieve mobility and/or firepower kill and/or incapacitate occupants (30 second assault criteria) with a single shot against a stationary, fully exposed vehicle with a minimum of 35mm Rolled Homogeneous Armor (RHA) (i.e. BMP-3) at a range of 15-1200m. D) Lethality - Moving Lightly Armored Vehicles: Achieve mobility and/or firepower kill and/or incapacitate occupants (30 second assault criteria) with a single shot against a moving (15 kph) fully exposed vehicle with a minimum of 35mm Rolled Homogeneous Armor (RHA) (i.e. BMP-3) at a range of 15-1200m. E) Lethality - Enemy Personnel in Open or Defilade (Stationary): Incapacitate stationary personnel in open areas and/or Defilade with one shot at 15-1200m. F) System Weight: < 15 lbs. G) System Length: < 32" H) Minimum Engagement Range I. Threshold - The system will be operational and effective at a range of 30 meters. II. Objective - The system will be operational and effective at a range of 15 meters. I) Safety - Fire from Enclosure: Soldier firing of two or more rounds in the prone, kneeling, or standing positions over a 24 hour period IAW MIL-STD-1474 from an enclosed room of 12 feet x 15 feet x 7 feet (1260 cubic feet) dimensions, with two openings (window and door) while wearing single hearing protection. Cost Objectives: A) Manufacturing and Procurement Cost Information: For the P-SLM System, the Government requests manufacturing and procurement cost data for the total system and each major subsystem and component. Actual cost of the first production unit ("T1") cost and average unit manufacturing and procurement for 5000 units should be provided. The basis and/or rationale of each cost estimate should be stated and described. All assumptions and definitions used shall be provided such as learning curve data, base year of estimates, manufacturing/assembly/test plus overhead costs, and other factors associated with the estimates. B) Developmental Cost Information: The Government requests a basic cost estimate for a system development and demonstration effort reaching TRL 6 maturity in support of a potential milestone decision in the 2020 timeframe. Costs associated with design verification and validation, development of prototypes, development of required documentation, risk management, manufacturing readiness, and system and subsystem level testing should be included. The Government seeks innovative concepts and technologies capable of achieving the above P-SLM System desired capabilities in the 2020 timeframe. All responses should include the appropriate RFI Number W15QKN-16-Z-02KH. Respondents are requested to submit lethality characteristics and cost parameters in accordance with the supplemental information and the above. Responses may include multiple concept submittals. If multiple concepts are submitted, data pertaining to the lethality objectives and cost objectives should be included for each individual concept. All responses must be unclassified. The response should include the following: 1. Name of company and CAGE code 2. Point of Contacts name, telephone number and E-mail address 3. Company address 4. Business size information; 5. A brief description of one or more conceptual alternatives for the P-SLM System including major subsystems and associated components. 6. An overall feasibility assessment of each alternative and how each meets the objectives. 7. A discussion of potential Concept of Operations (CONOPS) for the employment of the P-SLM System concept 8. A candidate high-level implementation roadmap that includes transition points to a potential acquisition program 9. P-SLM System cost drivers and cost tradeoffs and a preliminary cost estimate for each of the alternatives, to include development costs, integration cost and cost per system for quantities of 5000. 10. A high-level risk assessment for each alternative that articulates the respondent's understanding of associated risks; 11. A description and estimate of Technology Readiness Levels (TRLs) of major subsystems, components, and the system as a whole. Potential subsystem and components include but not limited to; propulsion, control actuation system, launcher and airframe structure, warhead, guidance electronics, ranging and target detection sensors, inertial measurement units, and seekers ] 12. A brief description of any projects that the respondents company is or has been involved in that are similar in concept to what is described in this announcement. This should include any relevant lessons learned, and any additional materials that are deemed appropriate by the respondent. 13. The Government is contemplating facilitating a demonstration test in 3QFY16. Please indicate if you would be interested in participating and the number of concepts you would anticipate providing. This Request for Information (RFI) is in accordance with FAR 15.201 and is specifically for technologies that will significantly enhance precision shoulder launched systems capable of meeting the P-SLM performance objectives. This is not a solicitation or request for contractual offers. RFIs are used to gather information from industry without any promise of a current or future contract or requirement. Information provided cannot be used to create a binding contract. Respondents to this RFI will not be reimbursed for the information they provide to this request. At the current time, NO FUNDING IS AVAILABLE for contractual efforts related to this RFI. The sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. This is a special notice only and is for planning purposes only. This is a RFI ONLY and should NOT be construed as a commitment by the U.S. Government. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Complete lethality against each target set is classified at the SECRET level and must be obtained separately. Interested responders must request the classified lethality target set in writing via e-mail within 14 days of the announcement release. Request must include Company Name, Company and Government Entity (CAGE) code, classified mailing address, and appropriate point of contact information to receive classified information. After validation by the government Security Office of each interested responders security accreditation and eligibility, the appropriate Security Classification Guide and the classified target set, will be mailed to each validated responder.
