- Department of Veterans Affairs Veterans Health Administration Sources Sought Notice - Advanced Cardiovascular Life Support Training This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA's understanding of your company's offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following services described in Performance Work Statement below. This Sources Sought is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. RESPONSE COMMITMENT I.NOTES: A.All questions, comments or concerns should be directed to Johanne.Menard@va.gov. B.Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. C.Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). II.TIMELINE : A.This request will close on stated date within the FBO site. III.Requested information: Interested parties shall provide the following information in addition to your capability response and return to Johanne.Menard@va.gov by 8:00 am on December 24, 2015. A.Format: 1.MS Word or pdf format (please ensure email is under 5 mb) 2.Page limit - 5-8 pages (please make the response as brief and concise as possible) 3.Company name and Sources Sought number listed on each page 4.Proprietary information MUST be marked as such, on a page-by-page basis. B.Specifics: 1.In your response, please provide the following information based on the requirement. a.Your company's capability of fulfilling this requirement as it is described. b.If you are submitting an equal product, please provide detailed information, specs, brochures, etc., for all of your equal items 2.Please also provide name of company, company address, a contact person's name, telephone number, fax number and email address. 3.DUNS number, and indicate if actively registered on System for award management (SAM) 4.Contractual vehicles the company holds, such as NAC or GSA schedules. 5.Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. The Department of Veteran Affairs Contracting Office POC: Johanne Menard Contracting Officer Email: Johanne.Menard@va.gov PERFORMANCE WORK STATEMENT ACLS Instructor Course 402-16-1-7034-0024 1.0 INTRODUCTION VA Maine Healthcare System (HCS) requires six two-day courses by AHA (American Heart Association) certified instructors of AHA ACLS (Advanced Cardiovascular Life Support) to be conducted at the VA Maine Healthcare System in Togus, ME for a maximum of 16 staff members per session. 2.0 BACKGROUND ACLS current certification is required for clinical staff responding to clinical emergent situations and/or staff who work in a defined high risk area as described in VA Directive 1177. 3.0 SCOPE 3.1 VA Maine HCS requires ACLS instruction designed for healthcare professionals who may direct/lead the emergency response. "ACLS in an advanced, instructor-led classroom course that highlights the importance of team dynamics and communication, systems of care and immediate post-cardiac arrest care. It also covers airway management and related pharmacology." Sited from AHA website. 3.2 Contractor will have capability to provide an ACLS Instructor course (new instructors). The instructor candidate may be requested to attend training "off station" to complete this task. 3.3 In addition, if contractor is able to provide the following courses if they are deemed needed by VA Maine, this order can be utilized to provide those needs: "PALSPediatric Advanced Life Support "TNCCTrauma Nurse Core Curriculum "Other available courses as required 4.0 APPLICABLE DIRECTIVES - VHA Directive 1177 - Center Circular 00-14-56 (118E) 5.0 PERFORMANCE REQUIREMENTS 5.1 The contractor provides a lead and an assistant for each scheduled course. 5.2 The contractor may use assistant instructors provided by VA Maine to aid VA Maine with maintaining in-house ACLS instructors and the contractor provides opportunities to integrate new instructors from VA Maine into the ACLS training. 5.3 The contractor will facilitate the practice and testing sessions using the Sim Man &/or ALS manikins with VA Maine simulation faculty interacting with mechanical and programing aspects for equipment. "Use of Manikins - VA Maine makes available for ACLS training utilization of SimMan 3G (high fidelity simulation manikins) and/or ALS (Advanced Life Support) manikins during each ACLS course. Simulation Faculty from VA Maine will be provided by VA Maine. Contractor will provide a certified AHA ACLS Lead instructor and possible assistant instructor - to be coordinated for each course between VA Maine and contractor on an ongoing basis. 5.4 The contractor is able to individualize the course and allow for testing at end of day 1 when indicated/agreed upon by both the participant and instructors. 5.5 The contractor will function under AHA Affiliate Faculty for ACLS while collaborating with the VA Maine HCS Affiliate Faculty for questions/specific needs. 5.6 Existing VA Maine ACLS Instructors will be able to be re-certify during one of the courses. Advanced notice will be given to contractor. 5.7 Period of Performance - PoP for this purchase order is for six (6) two-day training sessions to be held approximately every two months beginning in January 2016 (Six 2-day sessions during base year). Four additional option years may be exercised at the discretion of the Government. VA Maine or contractor may adjust the training dates within 60 days with written notification to the other party. Tentative VA Maine 2016 ACLS dates are: -Feb 11 & 12, 2016-April 14 & 15, 2016-June 9 & 10, 2016 -Aug 11 & 12, 2016-Oct 13 & 14, 2016-Dec 8 & 9, 2016 5.8 VA Maine Responsibilities "VA Maine will be responsible for any re-testing necessary after remediation is provided. "VA Maine will provide ACLS certification cards per AHA & REdI guidelines to staff who successfully pass the course. VA Maine will retain copy (if not original) of the final course roster.
