- Attachment A THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified large and small business concerns that are interested in and capable of performing the work described herein, and posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned, and small businesses less than 500 employees). Sources are being sought for firms with a North American Industry Classification System (NAICS) Code 237990: Other Heavy and Civil Engineering Construction. The Norfolk District, Corps of Engineers is contemplating a construction contract for the replacement of Defense Logistics Agency (DLA) existing fuel pier and ground vehicle fueling facility at Defense Logistics Agency (JBLE)-Langley in Hampton, Virginia. The project includes construction of the new fuel pier and service station, demolition of the existing fuel pier and service station, and new work dredging for the proposed fuel pier's turning basin and berthing area. Dredged material will be placed at the Norfolk Ocean Disposal Site (NODS) for ocean disposal. Contract requirements are anticipated to include the construction of a concrete fuel pier, fender piles, mooring dolphins, a ground vehicle fueling facility with above ground storage tanks, and a utility building. The combined length of the pier and dolphins are estimated to be 868 linear feet. Project includes the installation of a 10-inch carbon steel pipeline, two fuel loading arms, spill containment, and storm water management systems; demolition of the existing fuel pier (estimated age 50+ years) and ground fueling station and dredging work for a turning basin in association with the fuel pier. An estimated 45,000 cubic yards of dredged material may require removal. The area has not been dredged previously. Sediment testing has been performed and the dredge material is suitable for ocean disposal at the Norfolk Ocean Disposal Site (NODS), approximately 37 miles from the project location. This requirement includes components of Gas Pipeline installation and Related Structures Construction and Dredging. Magnitude of construction is estimated to be between $10,000,000 and $25,000,000. We are requesting that all interested and qualified large and small businesses respond to this sources sought notice with a capability statement, which shall include at a minimum: (1) Identification and verification of the company's business size status (2) Cage Code and DUNS number, if applicable (3) The level of performance and payment bonding capacity that the company could attain for the proposed project (4) Descriptions of Experience - Provide descriptions of your firm's past experience on similar projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size, scope (demolition of existing pier structure; construction of fuel pier, fender piles, and mooring dolphins; ground vehicle fueling station; and related dredging and ocean disposal placement), and dollar value. Provide documentation demonstrating construction experience for projects of similar construction type involving management of multiple sub-contractors. Be sure to include for each project listed, the following: a. Current percentage of construction complete and the date when it was or will be completed b. Scope and size of the project (please provide specific details relevant to the above described work) c. Dollar value of the project d. Portion and/or percentage of work that was self-performed (specify the specific aspects self-performed) e. Whether the project was design/build or not The Government is particularly interested in firms with experience constructing fuel piers, demolition of fuel piers, and related work, and the specialized experience commercial industry has to offer.
