The deadline for the Sources Sought response is 2 pm, EST, 2 February 2016; however,we encourage you to submit your responses earlier and provide as much feedback as possible. INTRODUCTION Naval Air Systems Command (NAVAIR), Maritime, Patrol, and Reconnaissance Aircraft (PMA-290), announces its intention to procure depot level maintenance actions for the P-8A Poseidon aircraft for both the airframe and engine. NAVAIR intends to break the RFP into two sections: Part A and Part B with offerors being able to propose to Part A - Airframe Depot, Part B - Engine Depot, or both. However, a offeror's combined proposal will only be considered if that offeror also proposes separately to each Depot requirement. DISCLAIMER THIS SOURCES SOUGHT NOTICE AND DRAFT RFP IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: The P-8A Poseidon is a heavily militarized derivative of the globally deployed, commercially supported Boeing 737-800 airframe and commercial CFM56-7B27A/3 and CFM56-7B27AE series engines. The P-8A support strategy is designed to incorporate the best features from commercial support system infrastructures. The objective is to integrate the latest in technical support innovations with existing commercial operations and continual product and process improvements. The planned maintenance support efforts will leverage the commercial industrial base for the P-8A airframe and engine depot maintenance. This Sources Sought and draft RFP is for market research purposes to determine available sources to provide P-8A airframe, CFM56-7B27A/3 and CFM56-7B27AE engine depot maintenance and to determine the availability and adequacy of potential sources prior to determining the best acquisition/contracting strategy. The information received will be utilized by the Navy in developing its acquisition/contracting strategy and Statement of Work. Any proprietary information that is submitted may be used as a general concept, but specific information will be safeguarded as proprietary if so marked and clearly identified in accordance with all applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this Sources Sought; however, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information or trade secrets shall be clearly identified. It should be noted that this effort is a cooperative program between the United States Department of Defense (US DoD) and the Australian Department of Defense (Australian DoD). Accordingly, project information developed by the Contractor shall be accessible to the Australian DoD. INFORMATION REQUESTED FOR BOTH AIRFRAME AND ENGINE PROVIDERS: •1. Describe what your company's approach would be for schedule and unscheduled airframe/engine depot level maintenance. •2. Describe your companies view on the Navy's current strategy of Multiple Award Contracts (MAC) for the airframe and engine requirements. This would encompass multiple companies competing for work on either an annual basis or an airplane by airplane/engine by engine basis. •a. Does your company recommend a different strategy (such as a single award? Why? •b. What would the impact be on proposing to the effort if a MAC strategy was utilized? •c. Is there a minimum number of annual inductions required to interest your company in this procurement? •3. How much lead time would your company require for the first inductions following contract award? •4. Describe your company's processes for segregation of Government hardware/material to ensure it does not mix with other customer assets. •5. Provide examples of a Federal Aviation Administration (FAA) approved repair substantiation data package and used part / component maintenance history / service records. •6. Describe your company's Over and Above (O&A) approach/process during various Repair, Restoration, and Overhaul scenarios. •7. What is your view on customer/FAA Inspections during commercial depot events? •8. How are depot events estimated? Are repairs included in the inspection? •9. Does each basic maintenance event optimize execution of the task cards? (i.e. opening and closing)? •10. How do you manage your Critical Safety Item/Critical Application Item requirements? •11. Can you provide insight on your maintenance concept-induction drivers/turnaround time/frequency/location? •12. Describe the use of manufacturer approved parts and what benefits, if any, the Navy would achieve if use of manufacturer approved parts were authorized by the Navy. •13. Describe your processes to mitigate counterfeit parts from being installed into Navy airframes and engines. •14. Describe the impact, if any of the P-8A's inability to use commercial spare parts pool. •15. Does your company recommend any CLIN type changes to the current draft RFP? If so, please explain why. •16. What would encourage you to do business with the Government? What aspects of the P-8A aircraft could prevent you from competing? •17. Describe your company's approach to obtaining/licensing Boeing 737 commercial data. •18. Describe your company's approach to the International Traffic in Arms Regulation (ITAR) and export compliance? •19. Describe any impact to the Buy American Act may have on your strategy for the P-8A requirements. •20. Do you have facility insurance that covers military aircraft and/or engines? •21. Does your company provide warranties for work performed? If so, describe the process. •22. Please identify and required GFI that is not included in DVD provided with the RFP. •23. Please add other information your company believes is relevant to aid the Government in refining its acquisition strategy AIRFRAME Specific Questions: •1. Outline required airframe repair/inspection/maintenance capabilities your company has and doesn't have. What might be sent out to your supply base? •2. Do you have the capability to preserve and/or change engines? •3. Describe the level of training and certifications you require for your touch labor workforce. •4. Describe what your company's approach would be for both CONUS & OCONUS Airframe Field Assessment, detailing repair capabilities while in the field. This needs to include available tooling and Support Equipment availability at various sites to accomplish required work (i.e. work stands, shoring, aircraft jacks, etc.). •5. Would your company be able to handle the maximum number of aircraft inductions annually required in the draft RFP? Is there a minimum number of annual aircraft inductions required to interest your company in this procurement? •6. Does your company have the ability to respond to variations in induction/'on-dock' arrival dates? •7. What is your process for non-standard repairs i.e repairs outside the scope your FAA operating spec(including repairs not found in the Structural Repair Manual) •8. Do you have reach back to Boeing on airframe/engineering related matters? •9. Do you perform modifications concurrent with Depot inspections? How do you plan for modifications? •10. Do industry standards meet the flight standards and ground flight risk parameters outlined in the draft RFP? •11. How does Condition Based Maintenance affect your depot strategy? •12. How does your company handle Paint and Strip requirements? •13. Do you have the ability to handle military specific Mission Equipment? •14. What tasks are included in your standard MRO induction? Does your aircraft MRO event include engine preservation requirements? •15. How do you address defects discovered after return of the aircraft to your customer? ENGINE Specific Questions: •1. Outline any 737-800 NG and/or CFM56-7B27A/3 and CFM56-7B27AE engine repair/inspection/maintenance capability your company does not possess. •2. How much of the repair work does your company perform in house and what is the percent that is subcontracted/outsource? •3. Does your company have reach back to CFM/GE on engine/engineering related issues? •4. Provide examples of an FAA approved repair substantiation data package and used part / component maintenance history / service records. •5. Does your company have the ability to enter Engine Transaction Reports (ETR) into Deckplate, as well as enter configuration data into military engine log books? Deckplate is a fleet database system for tracking all engine repairs. •6. Do you have the ability to provide Aircraft On Ground coverage and possible surge requirements? •7. What type of on wing services does your company offer? •8. What is the typical engine configuration when you receive it? Does it include the nose cowl? •9. Who performs engine monitoring? What trending data do you receive? •10. What is your company's process for managing long lead life limited parts? RESPONSES TO THIS SOURCES SOUGHT, DRAFT RFP AND INDUSTRY DAY ANNOUNCEMENT: A one page company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employee, Cage Code, DUNS number, North American Industry Classification System (NAICS) Code, major products and, primary customers base. In addition, incorporate a statement on whether your interest in this source sought is for the purpose of becoming the prime offeror or to inquire about sub-contracting possibilities and points of contact to discuss the material submitted. Responses shall be no more than 30 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum, per section (30 for airframe/30 for engine). If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. Electronic responses shall be submitted in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF). The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act.
