- Public Notice for the Combine Federal Campaign Principal Campaign Fund Oraginzation PUBLIC NOTICE THE GREATER NEW ORLEANS AREA COMBINED FEDERAL CAMPAIGN Is Accepting Application Plans for Principle Campaign Fund Organization for the 2016 Campaign Period The New Orleans Federal Executive Board (FEB), Local Federal Coordinating Committee (LFCC) is now accepting Principal Campaign Fund Organization (PCFO) application plans, to administer the 2016 Combined Federal Campaign (CFC) for the Greater New Orleans Area. Only federations, charitable organizations or combinations thereof may serve as the PCFO. This solicitation will result in the award of a one-campaign agreement for the 2016 campaign period. The campaign period is 24 months beginning with the selection of the PCFO and ending with the final disbursements to charitable organizations participating in the local campaign. The primary responsibility of the PCFO is to support the federal government in managing a comprehensive local workplace fundraising campaign while ensuring the fiscal integrity, management, accountability, and transparency of the process. A primary goal of the PCFO is to conduct an effective and efficient campaign in a fair and even-handed manner. Only federations, charitable organizations or combinations thereof may serve as the PCFO. Title 5, Code of Federal Regulations (5 CFR), Part 950.104 authorizes the LFCC to solicit applications from federations and charitable organizations to serve as the PCFO, and to select a PCFO to act as its fiscal agent and campaign coordinator for the CFC. Title 5 CFR, Part 950.105 outlines the responsibilities of the PCFO. CFC Regulations covered in 5 CFR 950 can be accessed via the Electronic Code of Federal Regulations at: http://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&tpl=/ecfrbrowse/Title05/5cfr950_main_02.tpl The mission of the CFC is to support and to promote philanthropy through a program that is employee-focused, cost-efficient and effective in providing all Federal employees the opportunity to improve the quality of life for all. Through the CFC program, employees are allowed to select the organizations of their choice from a single brochure and make their contributions through payroll deductions. The CFC is the only authorized solicitation of employees in the Federal workplace on behalf of charitable organizations. Annually, the Greater New Orleans Area CFC solicits approximately 25,000 employees (postal, military and civilian) in the local area, which covers 23 parishes in Louisiana: Ascension, Assumption, East Baton Rouge, West Baton Rouge, East Feliciana, West Feliciana, Iberville, Jefferson, Lafourche, Livingston, Orleans, Plaquemines, Point Coupee, St. Bernard, St. Charles, St. Helena, St. James, St. John the Baptist, St. Mary, Tangipahoa, St. Tammany, Terrebonne, and Washington. The Office of Personnel Management's (OPM) Office of CFC Operations has the overall responsibility for setting policy and overseeing the structure of the CFC. It reviews and provides guidance and technical advice on regulations, and has the authority to conduct compliance audits on any CFC local campaign fiscal records. Each campaign is directed by an LFCC comprised of members of local Federal agencies and interagency organizations, which acts as a "Board of Directors" for the local campaign and has local oversight responsibilities for the local PCFO and campaign. Any interested federation or charitable organization must submit its proposed plan to the New Orleans Federal Executive Board, LFCC. Electronic submissions are preferred. The PCFO selection will be announced no later than February 5, 2016. The applicant's submission must address all of the key elements and deliverables outlined below to be considered by the LFCC. Any federation, charitable organization or combinations thereof wishing to be selected as the PCFO must submit a timely application, and their submission must include a written narrative statement demonstrating the applicant's ability to meet all the referenced requirements: (1) A written campaign plan sufficient in detail to allow the LFCC to determine if the applicant could administer an efficient and effective CFC. The campaign plan must include a CFC budget that details all estimated costs required to operate the CFC. The budget may not be based on the percentage of funds raised in the local campaign. (2) A statement signed by the applicant's local director or equivalent pledging to: administer the CFC fairly and equitably; conduct campaign operations, such as training, kick-off and other events, and fiscal operations, such as banking, auditing, reporting and distribution separate from the applicant's non-CFC operations; and abide by the directions, decisions, and supervision of the LFCC and/or the Director of the Office of CFC Operations for the Office of Personnel Management. PCFO REQUIREMENTS AND STATEMENT OF WORK The specific outline of PCFO responsibilities are covered in 5 CFR, Part 950.105, and Part 950.601 provides additional requirements governing the release of contributor names. Other requirements, performance expectations and deliverables required to serve as the PCFO to the local CFC campaign, are outlined in 5 CFR, Part 950 and CFC Guidance Memoranda. Complete copies of all CFC Regulations and memoranda may be downloaded from www.opm.gov/cfc. Only plans addressing all of the key elements and deliverables outlined herein will be considered for review by the LFCC. 1. Financial Accountability : a. The PCFO financial management plan, with the proposed budget attached, must present a sound fiscal approach, and demonstrate adherence to the fiduciary responsibilities of 5 CFR, Part 950.105. The plan should describe internal controls such as policies, procedures, practices and organizational structure designed to provide reasonable assurances that the fiduciary responsibilities of 5 CFR 950.105 will be achieved. The financial management plan must also specifically address the system for reconciliation of original pledge amounts with final distribution of funds, and description of the disbursing process to charities, including the system for reconciliation of the original pledge amounts with the final distribution. b. Mandatory reporting is required. The plan should emphasize the approaches to be used and degree of checks and balances to be implemented to ensure the transparency, accountability, and integrity of the internal system to be used. c. The applicant must adequately demonstrate financial competency, fiscal integrity and provide their most recently audited prior year financial statement (organization-wide, audit performed by a Certified Public Accountant). 2. Organizational Capacity and Capability : The applicant should adequately describe the overall mission, programs and services, and history of involvement in charitable fund raising activities. A description of the organizational capabilities of the applicant to deliver the PCFO services required in this solicitation must be presented. Factors to be considered are: a. Experience managing charitable fund raising initiatives on behalf of charitable organizations or analogous solicitation campaigns b. Ability to meet pledge processing and fund distribution requirements and overall technology related capacity to perform the requirements of the solicitation c. Staffing plan with the roles and resumes of the people proposed to perform PCFO services d. Description of the organization's structure and how the proposed PCFO program will fit into the structure 3. Prior Experience : The applicant should describe relevant, recent past performance on similar efforts for which work was done, the scope of the effort, and contract information for the LFCC to verify/ ascertain the quality of the work performed. 4. Overall Campaign Plan : The applicant should describe how it intends to perform the work described in this solicitation, including a discussion of the methods, activities, projected outcomes, and timing for performing the tasks required. (Including campaign timeline, which adheres to OPM recommended deadlines.) 5. Pledge Support : The applicant should provide an acceptable: a. Description of the pledge card preparation process b. Description of the thoroughness of pledge support training for federal employees, including methods of solicitation, and timing of start-up. c. Description of the system to ensure donor privacy and integrity of the solicitation process. 6. CFC Charity Applications Processing Support : The applicant will be evaluated on: a. Plans for the integration of web based charity lists. b. Support to LFCC in processing charitable organization applications including plans for dissemination of information about the application process. 7. Campaign Management Support : The applicant will be evaluated on: a. Cross cutting factors such as proactive customer service and a system for handling inquiries b. Proposed management and implementation of quality controls for production of an accurate CFC brochure. c. Feasibility of plans for establishing a network of CFC volunteers and campaign workers. d. Submission of a comprehensive campaign management planning calendar 8. Campaign Marketing : The applicant will be evaluated on the description of the federal employee education and outreach, including: a. Timing and schedule of proposed activities. Applicants must perform this function as a part of or coinciding with pledge drive requirements. b. The ability to design, develop and submit CFC training, promotional, and web based marketing materiel. 9. Reporting Requirements : The applicant should describe how it intends to effectively meet the requirements of reporting established by OPM Office of CFC Operations and/or the LFCC. Additionally, the applicant may describe relevant, recent past performance on similar required reporting: •a. Submission of Summary Reports - to report campaign performance results using the OPM Online Form 1417 posted on the CFC website at www.opm.gov/cfc (which adheres to OPM deadlines). •b. Submission of Quarterly Administrative Expense Reports in a format that can be reconciled with the PCFO's budget submitted pursuant to the campaign plan. •c. Monthly Campaign Results Reports to the LFCC, including absolute, statistical, and comparative data, submitted monthly during the campaign and as needed, thereafter. •d. Report of releasable donor information to recipient organizations.
