- 508 Clause - Contractor Compliance Statement of Work The NAICS Code for this requirement is 519120 Libraries and Archives The United States Department of Agriculture, Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to issue an award to the AAAS/Science on a sole source basis. Award will be made Pursuant to FAR 6.302-1 and 41 USC 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The National Agricultural Library (NAL) has a requirement for and the Contractor shall provide continuous electronic access via the Internet to electronic products published by the American Association for the Advancement of Science (AAAS) including Science 1997 - Current Issue, Science Express, Science Classic, Science Translational Medicine and Science Signaling. The requirement will be used by the National Agricultural Library, USDA locations, employees worldwide, contractors, cooperators and volunteers performing work on behalf of USDA and are considered as authorized premises and users of the journals. The publisher, the American Association for the Advancement of Science (AAAS), will make content available for delivery via the Internet. The publisher shall make AAAS electronic products (Science 1997 - Current Issue, Science Express, Science Classic, Science Translational Medicine and Science Signaling) content accessible 24 hours per day. Authorized users will be granted access to Science 1997 - Current Issue, Science Express, Science Classic, Science Translational Medicine and Science Signaling through the IP recognition authentication process without any impediments, with rights to use content during the term of subscription. The National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. As a consequence of these activities, NAL is recognized as a major research library in the United States. This research library designation is applicable to about 125 of the over 120,000 libraries in the United States. The contents are unique and not available from any other publisher. The publisher holds the copyright to the contents. AAAS is a nonprofit scientific society. This journal is published for scientists, in order to meet the needs of scientists who generate research, offer educational services to educators and student researchers, and provide highly respected outlets for publication. No other source, such as electronic resource providers (aggregators) may deliver contents without a direct license from the publisher. The above publisher is the only source determined capable of supplying NAL's requirements for electronic access via the Internet for all USDA users to Science 1997 - Current Issue, Science Express, Science Classic, Science Translational Medicine and Science Signaling. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES: This notice is for informational purposes only and is not to be constructed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
