Description
This announcement is not a request for proposals. Contractors shall NOT submit proposals in response to this notice. Advanced Combat Helmet Generation II (ACH Gen II) for Program Executive Office Soldier (PEO Soldier)- Product Manager Soldier Protective Equipment (PM SPE) Proposed Solicitation Number: W91CRB-16-R-0004 Estimated Solicitation Issue Date: On or about 08 January 2016 with all documents, attachments, and amendments posted at the FedBizOpps website. No hard copies of the Request for Proposals (RFP) will be issued. All respondents shall be responsible for obtaining the documentation listed from the website above. The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the ACH Gen II. The Government intends to procure this requirement as full and open competition using the procedures at Federal Acquisition Regulation (FAR) Part 15. The North American Industry Classification System (NAICS) Code for this requirement is 315990- Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees. The ACH Gen II is the Army's future solution for a lighter weight helmet modernized through technology refreshment. The principle components of the ACH are a base shell, a retention system, and a suspension system. The standard dismounted Soldier configuration also includes a Night Vision Device (NVD) mounting bracket, a helmet cover, and a ballistic nape pad. The ACH provides protection from several common modes of battlefield injury including projectile penetration and blunt force trauma. ACH projectile penetration resistance includes combat-demonstrated protection from the most prevalent conventional fragmenting munitions and improvised explosive devices. The maximum allowed ACH Gen II weight by size is: 2.499 lbs (small), 2.601 lbs (medium), 2.814 lbs (large), and 3.298 lbs (extra-large). This weight includes all principle helmet components as defined above. To meet this immediate requirement, the Government intends to award one (1) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract via a competitive acquisition on a Trade-off basis. The contract minimum includes the Technical Data Package to be delivered fifteen (15) days after contract award and First Article Test (FAT) quantities to be delivered forty-five (45) days after contract award. The contract maximum will be for $98,000,000 in ACH Gen II helmets. Shell drawings for the ACH Gen II are included with this annoucement.
