- Justification and Approval for Other Than Full and Open Competition_Tufts_Redacted The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division intends to award a Firm Fixed Price sole source purchase order on behalf of the Joint Product Manager - Medical Countermeasure Systems (JPM-MCS) to Tufts University located at 136 Harrison Avenue, Boston, MA, 02111 under the authority as prescribed in FAR Part 13.106-1(b)1)(i) - Only one source reasonably available that will satisfy Agency Requirements. This requirement is for the purchase of Tufts CSDD Postgraduate Course in Clinical Pharmacology, Drug Development and Regulation. Tufts CSDD's highly acclaimed, five-day Postgraduate Course in Clinical Pharmacology, Drug Development and Regulation provides advanced instruction in practical and technical problem-solving in the areas of clinical pharmacology, drug development & clinical trial strategies, biopharmaceutical development, drug safety, and new drug regulation. Tufts University is the only organization who provides the Postgraduate Course in Clinical Pharmacology, Drug Development and Regulation course. This course is mission-critical in order to provide necessary knowledge to support upcoming events occurring in the MCS portfolio for the development of medical countermeasures before 2017 when this course would be offered again. It will provide direct insight into the complex regulatory requirements of the FDA while providing current industry standards and best practices pertaining to the testing an evaluation of pharmaceutical products. This training will help assure the MCS program office is best equipped to be most efficient and cost effective in its developmental efforts. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is not a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these items no later than January 5th, 2016 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time(EST), January 5th, 2016.
