- SOW The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Data Buoy Center (NDBC), has a requirement for vessel services with diver to retrieve and return to Honolulu, Hawaii, a NOAA 3 (three) Meter Buoy #3DV21 deployed at Station 51000 (approximately 245 NM North East of Honolulu, Hawaii) in accordance with the attached Statement of Work (SOW), dated December 16, 2015. The buoy is currently reporting weather data and the most recent position of the buoy can be found at the following web site: http://www.ndbc.noaa.gov/station_page.php?station=51000 The required delivery date to recover/retrieve the buoy and return to the port of Honolulu, Hawaii is January 31, 2016 after receipt of order. The Government anticipates awarding an all or none firm fixed price contract to the responsible offeror who submits an offer conforming to the solicitation and is most advantageous to the Government, price and other factors considered. The Government intends to award a Best Value, Trade off with a Technical Pass/Fail along with an adjectival past performance, firm fixed-price contract on an all or none basis. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): https://www.sam.gov/portal/SAM/##11 The solicitation will be competed as a 100% Total Small Business Set-Aside. The NorthAmerican Industry Classification Code System (NAICS) code for this procurement is 483111,Deep Sea Freight Transportation. The small business size standard is 500 employees. All responsible and fully responsive small business companies may submit a proposal which will be considered by the agency. A Request for Quote (RFQ) solicitation will be made available for download on or about December 22, 2015 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the RFQ becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is January 4, 2016 ; however, the actual date offers are due will be stated within the solicitation documents. All responsible sources may submit a quote, which shall be considered by the agency.
