Description
Seeking Sources of Standoff Explosives Detection and/or Identification Systems for Inclusion in the Explosive Detection Equipment-User Scenario Evaluation (EDE-USE) and Demonstration Description: The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), or near-COTS/GOTS systems capable of detecting bulk quantities of explosives/materials at distances greater than 2 feet without direct contact with the sample. Detection capabilities should include, but are not limited to, commercial and military explosives and Homemade Explosives (HME) such as urea nitrate, ammonium nitrate containing materials, and potassium chlorate containing materials, or explosive precursors. A bulk quantity of material is defined as milligrams to kilograms. Detection systems for submission may be designed for either an indoor or an outdoor environment, and can be handheld, man portable, or vehicle mounted. The purpose of this sources sought notice (SSN) is to identify COTS or near-COTS standoff explosive detection systems which enable personnel (e.g. explosive ordnance disposal (EOD) technicians, security, and law enforcement officers) to detect bulk quantities of explosives/materials at distances greater than 2 feet. The SSN solicits vendors' information that fully explains their existing technology features, capabilities, and performance. Systems that not only detect, but also identify explosives are of great interest. NSWC IHEODTD plans to select COTS or near-COTS standoff explosive detection systems to be included in a user scenario based evaluation and/or demonstration. Users whose duties relate to various aspects of explosive detection and threat mitigation will be participating in this evaluation. Following completion of the evaluation and demonstration, a final report will be written and available for use by government agencies, Department of Defense services, and law enforcement organizations. For COTS systems, the users shall be provided training in the operation of the standoff explosive detection system by the system manufacturer. Subsequently, the users will be asked to assess the performance of the standoff explosive detection systems against real-world threats in a variety of scenarios. Once the scenario is completed, the user will be requested to complete a survey assessing the performance, applicability, and usefulness of the system as well as the training received. The users will be allowed to provide feedback to manufacturers' onsite; however manufacturers will not be allowed to interact with the users during the scenarios. For systems that are near-COTS, but still in development, a demonstration by the manufacturer/developer or other trained personnel will take place followed by a user survey to identify the potential capabilities of such a system should it move to production. If appropriate, the users will be allowed to operate the system while under the guidance of the manufacturer/developer. The subjective surveys will explore the user's opinion on topics including, but not limited to, the following: •· Is the user confident in the results produced by the system? •· Is the form factor of the system appropriate for the user's mission? •· Ease of Use (e.g. sample analysis time, user interface easy to operate) •· Ease of Results Interpretation •· Would the user utilize this system in a field environment? •· Did the user feel confident operating the system following the training provided by the manufacturer? •· Near-COTS systems: Did the user feel confident operating the system? What improvements or changes would the user suggest to the developer? Submissions: This announcement serves to survey product availability and is NOT a formal solicitation or an RFP. No direct contract awards will be made based on the outcome of the evaluation. This synopsis is for information and planning purposes only, and is not to be construed as a commitment by the Government. Our intent is to evaluate technologically mature equipment. All data received in response to this request for information announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse respondents for the cost of submitting information. In addition, at least one (1) vendor representative must be onsite to provide training over the course of approximately one (1) week during the evaluation. It is anticipated that the evaluation and demonstration will occur in spring 2016. Interested firms/ entities are encouraged to provide submissions electronically to Brandi Sorzano ( brandi.sorzano@navy.mil ). Replies must be received no later than 10:00 AM EDT, January 21, 2016. Please include the solicitation number in the e-mail subject line. Each submission must include a cover page. The cover page should include the business name, solicitation number, names, addresses, telephone numbers, and email addresses of technical/business points of contact. Submissions should address each of the categories listed below. Please limit your response to five (5) pages for each system submitted. Requested Information: Vendor/Developer Information. Company name, address, and related webpage(s), if applicable. Point of Contact. Vendor representative's name and contact information. System Name and Model Number. Example Images. Photograph of System (preferably showing the unit in operation) and screen shot from the system while in operation. System Description. Include the following: Technology Description. Provide a brief description of the technology used by this product. Detection Library. Materials included in the system's detection/identification library. Identify if the system identifies a class of material or individual materials. Standoff detection distances and/or ranges of distances. Size and Weight. Exterior dimensions (in inches) and weight (in pounds) for the system: (1) in protective transport case or transport mode and (2) configured for operation. Power Requirements. Voltage and Amps required. Battery specifications, if applicable. Limitations / Hazards / Special Requirements. State any special system limitations, hazards and/or special requirements. For optical systems provide the following laser information: (1) Laser Classification; (2) Output Wavelength, and (3) Nominal Ocular Hazard Distance (NOHD) unaided viewing. Operational Environmental Conditions. Include environmental conditions that the system should be capable of operating in (e.g. ambient weather / climatic conditions to include temperatures ranging from 0 to 140 degrees Fahrenheit, humidity ranging from 10 to 95%, and exposure to precipitation). Provide a summary of, or POC's for vendor and/or third party certifications and / or documented test results. Place special emphasis on any safety, environmental, ruggedization, MIL-STD testing, or detection testing that has been completed. Life Cycle Cost in $USD. For COTS systems, cost breakdown should include: a) unit cost; b) annual maintenance costs; c) consumable items required for operations; and d) operation and maintenance training or support/warranty plans provided by the vendor (both duration and cost). For near-COTS systems, cost breakdown should include estimates as available. Training Requirements. For COTS systems, include level of training necessary for operator to be qualified to operate and maintain the system. Technical Maturity of the system in DoD Technology Readiness Level, and any documentation supporting this claim.
