Description
Please note that this is NOT a request for SF330's or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue additional announcements or solicitation documents. The Ann Arbor VA Health Care System, Ann Arbor, Michigan, is conducting a market survey for well qualified small businesses (in the following socioeconomic categories: Service Disabled Veteran Owned, 8a, and/or Hub Zone) capable of providing the required A/E services outlined below for the VA Medical Center located in Indianapolis, Indiana. Applicable NAICS codes 541310 and size standard $7.5 million. In accordance with FAR 36.204, the estimated construction cost of the resulting construction project is between $5,000,000 through $10,000,000. All interested parties must have a working office that would provide the professional services within a 350 mile radius of Ann Arbor, Michigan. Responses to this notice shall be submitted in writing (email or fax is acceptable) and received no later than December 23, 2015. No telephone inquires will be accepted. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. Description of work to be performed includes: Project No. 506-331 titled "Construct North Parking Structure", will include the following items: Project will construct a new parking structure on the site of the north flat lot. Initial programming has indicated the site can support a structure foot print that can accommodate approximately 113 spaces. Application is to increase on-site parking by 340 spaces. The existing flat lot would be given up for construction consists of approximately 200 spaces. Programming and application therefore consists of 5 levels at approximately 113 spaces on each level (lower level has one additional space as the ramp ends there) with a gain of 340 parking spaces. The selected firm will be required to fully evaluate the existing and present conditions. The magnitude of construction for this project is between $5,000,000 through 10,000.000. "SCHEMATIC DESIGN: Meet with Medical Center personnel, including Facilities Management, the Medical Center Planning Staff, Site Safety, and other VA staff to determine the scope of the needs and to produce proposed options for the new parking structure. These options may vary in type of structure, materials to be used, floor alignments, space considerations; net usable parking spaces, and general building arrangement. A cost estimate shall be included as a requirement of meeting the schematic design submission. To complete the Schematic Phase, an on board presentation of this work to the VA and the VA's approval of said work is required. Any VA comments gathered from the presentation shall be recorded in meeting minutes and incorporated into the next phase. "DESIGN DEVELOPMENT: The AE shall develop the approved schematic floor plan into a drawing package containing sections on all affected systems, to include architectural, Information Technology, electrical, mechanical, structural, as well as infection control and phasing. The AE shall develop and submit a cost estimate commensurate with the degree of design. The AE shall start the specifications and submit initial specifications. The AE shall gather utility information, building information, existing conditions on these systems, and information on hazardous materials, fire safety, and other constraints which may affect the design. The A/E shall develop design documents to the degree that the general layout of the area can be reviewed along with utility solutions, structural solutions, fire safety solutions, as well as solutions to any and all other major design issues. Under this phase the AE shall submit a construction phasing plan for evaluation and incorporation into the design documents. At the completion of this phase the documents are sent to the VA contracting section for their review and comments. Any comments from the VA Contracting section will be incorporated into the Construction Documents Phase of the design. In addition, an on board presentation of this work to the VA and the VA's approval of said work is required. Any VA comments gathered from the presentation shall be recorded in meeting minutes and will also be incorporated into the Construction Documents Phase. "CONSTRUCTION DOCUMENTS: The AE shall produce a complete bid-ready set of construction documents ready for final review. The A/E shall include all aspects of the design including but not limited to structural, architectural, Information Technology, electrical, mechanical, fire protection, interior design and all other aspects of the design to result in a complete and usable facility. The AE shall include phasing of the construction. To complete the Construction Documents Phase, an on board presentation of this work to the VA and the VA's approval of said work is required. Any VA comments gathered from the presentation shall be recorded in meeting minutes and incorporated into the next phase. "BID DOCUMENTS: The AE shall incorporate all final review comments received from the government administrative review. This phase could involve up to five different government reviews with commensurate AE corrections and resubmissions including Contracting Officer Review, Contracting Officer Peer Review, Quality Assurance Review, Legal and Technical Review. These comments are of a government purchase and contract nature, normally including changes to specifications but can include drawing changes. All technical comments should have been incorporated during earlier phases. During this phase the AE will be required to complete Sole Source Justifications, Brand Name or Equal documents, Government Furnished Property listing, Guarantee Period Services listings, Extended Warranty listings, as well as any other unique requirements deemed necessary to this particular contract. Completion of this phase shall meet the requirements of the Bid Documents Phase. Contractor will be required to meet contractual timelines in design Responses to this notice must be submitted in writing (email or fax is acceptable) and received no later than December 23, 2015. No telephone inquires will be accepted and no additional information regarding the scope of work is available at this time. All responses to this notice must identify the social economic category of the respondent, name and address of company, name and phone number of contact person, and the company's DUNS number. Interested firms will be required to monitor and respond to additional announcements SEPARATELY from this announcement without further notice from the Government when posted to http://www.fbo.gov.
