- This Request for Information (RFI)/Sources Sought (SS) Notice is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of U.S. Army Research Institute of Environmental Medicine (USARIEM) or or the US Army Medical Research Acquisition Activity (USAMRAA). The mission of the USARIEM located in Natick, MA, is to protect, sustain, and maximize the health and performance of military personnel. USARIEM is seeking sources that have the knowledge and capabilities to provide biomarkers analysis services to support multiple Military Nutrition Division protocols that will measure muscle mass and metabolic flux rates. The requirement is as follows: General Requirements: The contractor shall provide biomarkers analysis services to support multiple USARIEM Military Nutrition Division protocols that will measure muscle mass and metabolic flux rates. Specific Requirements: The contractor shall provide measurements of muscle mass and metabolic flux rates in muscle, liver and blood (plasma) from animal and human samples. USARIEM will provide all samples for analysis. Provide and analyze deuterated water in 40 animals. Provide and analyze deuterated water in 105 weeks of dosing. Analysis of deuterium in 65 plasma samples by GC/MS. Measurement of deuterated alanine as total protein synthesis in 40 muscle samples by GC/MS. Fractionation of 60 muscle samples. Measurement of deuterated muscle proteins (specific protein synthesis) in 60 muscle fractions by LC-MS. Provide 100 deuterated CR capsules for oral human administration (60 mg). Measurement of deuterated CR and CR/creatinine ratio in 240 urine samples by LC-MS. Provide animal study design input and analysis in the form of spreadsheet reports to assist in the calculation of metabolic flux rates of muscle protein synthesis. Provide human study design input and analysis in the form of spreadsheet reports to assist in the calculation muscle mass and synthetic rates of muscle proteins. Personnel Qualifications: General Experience: Contractor personnel designated shall have expertise as a chemical analytical laboratory. Specialized Experience: Laboratory shall possess specialized experience necessary to provide the required analysis of muscle mass and metabolic flux using mass spectrometry including CR (methyl-d3) dilution and metabolic flux rates using deuterium labeling of muscle, liver, and plasma. The laboratory shall provide deuterated water for animal and human dosing, providing deuterated CR for animal dosing and CR capsules for oral human administration, measurement of deuterium in plasma and muscle (by LC-MS), deuterated alanine in plasma (by GC/MS), palmitate in muscle, liver, and plasma (as de-novo-lipogenesis), deuterated d-ribose in DNA (as cellular proliferation), and deuterated CR in urine (by LC-MS) necessary at this level of competency. The vendor's laboratory systems shall be governed by a set of Standard Operating Procedures (SOP) that are annually reviewed and updated. All laboratory technicians assigned to perform procedures in the laboratory shall be trained on SOPs for specific methods and all instruments are evaluated for peak shapes, sensitivity and proper run conditions prior to sample analysis. Each analytical run shall include a series of standards and controls to monitor the performance of the analytical instrument and to minimize any drift that may occur during the course of the run. Government Furnished Equipment/ Information/ Computer Utilization: The Government shall provide the plasma and urine samples to the contractor for analysis. Deliverables: Provide analysis report in the form of spreadsheets to assist in the calculations of muscle mass and metabolic flux rates in muscle, liver and plasma and provide intellectual assistance with experiment design and data analysis. Place of Performance: Contractor's facility. RFI INSTRUCTIONS: Interested parties are asked to respond to this RFI and submit a capabilities, fact sheet statement and past performance information that supports the focus of this RFI. Capabilities and fact sheet statement information needs to include techniques used in performing services as identified in this RFI. Please submit written responses via email in Microsoft Office 2000 or 2007 format. All responses should be complete: in 12-point font; and not to exceed 7 pages total, including graphics, tables, and appendices. No hardcopies shall be accepted. No written solicitation document is available at this time. Telephone requests will not be honored, and no bidders list shall be maintained.
