- The solicitation for the following requirement has been posted to Fedconnect. Note that this solicitation is now being competed on a full and open basis. The Social Security Administration (SSA) has a requirement reviews of Representative Payees. The Social Security and Supplemental Security Income (SSI) disability rolls include beneficiaries with special needs. When these beneficiaries need help in the management of their Social Security benefits, the law permits SSA to appoint an individual or organization to help the beneficiaries manage their monthly payments. SSA refers to these individuals or organizations as representative payees. Once SSA appoints a representative payee, they agency is responsible for monitoring the representative payee to ensure his or her continued qualification to serve and to evaluate his or her performance. Monitoring activities also help to deter misuse and to ensure that once a representative payee is appointed, he, she, or it, in the case of an entity rep payee, appropriately uses benefits on the beneficiary?s behalf. The objective of this contract is to acquire the service of a contracto! r to conduct and manage representative payee reviews. This will be accomplished through a phased approach in which the number and types of reviews will be increased in phases. It is the agency?s intent to procure this requirement utilizing the procedures FAR Part 15, Contracting by Negotiation. The procedures in FAR part 12 as originally identified in the pre-solicitation notice, will NOT be utilized. The Northern American Industry Classification System (NAICS) Code is 541618. The size standard is $15 M. SSA anticipates awarding one (1) Requirements type contract for this effort. The period of performance shall be for one year, with four 1-year option periods. The solicitation and any related documents will be made available to interested parties through electronic media for downloading via the internet at FEDBIZOPPS. No hard copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation and any amendments.
