Performance Work Statement Role Players DFARS 252.209-7991, Federal Tax Liability WDOL Wage Determination This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W9124X-16-T-0003 shall be used to reference any written quote provided under this request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. (Obtain from http://farsite.hill.af.mil/vffara.htm) FAR 52.219-6 Notice of Total Small Business Set-aside (NOV 2011). This is a 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 541990 with a size standard of $15 million. The Nevada Army National Guard is looking for casualty role player support to support CERFP External Evaluation (EXEVAL) at 6350 Howdy Wells Avenue, Las Vegas, Nevada on February 03-05 2016, as per attached Performance Work Statement. Please provide detailed quote with cost breakdown in accordance with the following CLIN structure. CLIN 0001: Lump sum pricing for the entire Performance Work Statement (see attached) CLIN 0002: Price for compliance with Contract Manpower Reporting (CMRA), (If Applicable) Total Amount $ _____ Quotes are due NLT 5:00pm PST, 21 January 2016 Performance Work Statement: Attached WDOL Wage Determination: Attached DFARS 252.209-7991 Federal Tax Liability: Attached Period of Performance: 03-05 February 2016 (see Performance Work Statement) The government intends to award on Lowest Price/Technically Acceptable based on the requirements stated in the Performance Work Statement (PWS). EVALUATION: Based on Lowest Price/Technically Acceptable (LPTA). Technical Capability will be evaluated on an Acceptable/Unacceptable basis. The Government will evaluate Technical Capability first. An offeror shall obtain an acceptable rating to continue in the competition. Offerors who rate unacceptable in Technical Capability will be removed from further consideration for award. Price will be evaluated to determine reasonableness and realism of the proposed price. Unreasonable/ Unrealistic Offers cannot be selected for award. The technical description should clearly demonstrate an adequate understanding of the tasks necessary to provide the contract service necessary to meet the requirement listed in the PWS. a) A successful description will provide the Government confidence that the project is structured to be executable for the resources indicated. b) Technical description shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The description should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their PWS and will base its evaluation on the information presented by the offeror. • ACCEPTABLE: Clearly meets the minimum requirements of the RFQ and PWS. • UNACCEPTABLE: Does not clearly meet the minimum requirements of the RFQ and PWS. WAWF instruction shall be provided at time of award FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition and the following evaluation is applicable: Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106.
