TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE THIS IS A REQUEST FOR PROPOSAL The U.S General Services Administration (GSA), Public Buildings Service, National Capital Region, announces a Request for Proposals Space Alterations for DOC A Enterprise Operations Center (EOC), Information Technology Operations Center (ITOC) for the US Department of Homeland Security (DHS), St Elizabeths West Campus, SE, Wash., DC. The National Capital Region (NCR) includes the District of Columbia; Montgomery and Prince George's Counties in Maryland; Arlington, Fairfax, Loudoun, and Prince William Counties in Virginia; and all the independent cities in Maryland or Virginia within the geographic area bounded by their outer boundaries. PROJECT DECSRIPTION: The General Services Administration (GSA) is procuring Construction/Space Alterations for DOC A Enterprise Operations Center (EOC), Information Technology Operations Center (ITOC) for the US Department of Homeland Security (DHS), St Elizabeths West Campus, SE, Wash., DC. The DHS is increasing the current occupancy of the Enterprise Operations Center (EOC), Information Technology Operations Center (ITOC) and expanding the Information Technology Operations & Maintenance (IT O&M) on the Lower Level 1 (LL1) in the existing DOC A. LL1 mostly contains mechanical space and is approximately 5,216 square meters (56,149 square feet) in size, which will remain unchanged. The occupancy of the EOC area in Room LL1-651 will increase from 17 to 38 people, the occupancy in the ITOC area in Room LL1-601 will increase from 32 to 68 people and current Conference Room LL1-603 will be converted to the IT O&M space with an occupancy of 5 people. The total increase for these three (3) spaces combined is 62 people with associated equipment. The current Computer Room LL1-652 will be renovated to a conference room and the existing equipment will remain in a closet constructed to enclose the existing niche. The EOC space will be subdivided utilizing 8'-0" high demountable partitions into the following areas: CIO/ CISO SOC; CG CYBER SOC; USCG CYBER: Fusion/Focused OPS; USCG CYBER: LE Private Office; USCG CYBER: CI Private Office; and USCG CYBER: CSOC Director Private Office. The existing secure boundary will remain undisturbed. Additional aspects of the renovation related to the modifications noted above will be reconfiguration of the power & data connections through the raised floor to coordinate with the new furniture layout, supplemental lighting to improve lighting conditions in the EOC, new audio visual equipment for the EOC, changes to exit signage and door hardware in accordance with life safety codes, and the installation of new chilled beams to treat the increased heat load due to densification of the spaces. EXPLICITLY UNDER THIS PROGRAM: Construction and design of SCIFs should be performed by U.S. companies using U.S. citizens to reduce risk, but may be performed by U.S. companies using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. 1 101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. 1 324b (a)(3)). The contract duration is completion within 185 days from the receipt of the Notice to Proceed. NAICS 236220 Commercial and Institutional Building Construction; small business size standard for this NAICS code is $36,500,000.00 in average annual receipts over the past three (3) years. The estimated cost range is $500,000 to $1.0 M. BONDS: Bid Bond/Guarantee shall be at least 20% of the bid price. Performance and Payment bonds will be required; each in the penal sum equal to 100 percent of the original contract. Reference FAR Part 28. Notice to Proceed will be issued after the receipt and acceptance of proper bonds. SOLICITATION: This solicitation is made under FAR 15.101-2 Lowest Price Technically Acceptable (LPTA) source selection. Lowest Price, Technically Acceptable means that the award will be made to the contractor whose price is lowest among all proposals that were deemed to be technically acceptable. The evaluation factors and significant sub-factors that establish the requirements of acceptability shall be set forth in the solicitation. The solicitation shall specify that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. All responsible SDVOSB firms may submit an offer. Only one proposal may be submitted by each offeror. Offerors should submit proposals that are acceptable without additional explanation or information as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may make an award without discussions. Therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Proposal submission instructions will be included in the RFP. GSA anticipates awarding one firm-fixed price contract as a result of the solicitation. It is anticipated that the proposals will be due approximately 45 calendar days after the release of this RFP. The actual date and time will be identified in the RFP package. The Site Visit shall be limited to not more than four (4) representatives from each Offeror. Before 4:00 PM, EST, on January 5, 2016, Offerors shall submit a completed, attached NCIC St Elizabeths Secure Campus Visit Request form identifying all attendees from their respective team. The GSA Project Manager/Representative will be at Gate 4 area to walk all parties up to the GSA Trailer at 8:30am. At the conclusion of the meeting, all participants will walk to the DOC to review the project specifics.
