Description
The contractor is to furnish Program Buy Fresh Shell Eggs for commissaries located in the East and West Areas for the Defense Commissary Agency (DeCA). The commissaries require various quantities of jumbo, extra-large, large, medium, fresh, shell-protected eggs in white and brown. For the purpose of this solicitation, the, the 60 commissaries in these areas are grouped geographically into eleven groups. The East and West Areas include the following commissary locations: Group 1: Buckley, Ft. Carson, Peterson, USAF-CO, FE Warren-WY Group 2: Cannon, Kirtland AFB - NM Group 3: Ft. Bliss-TX, Holloman, White Sands-NM Group 4: Ft. Leavenworth, Ft. Riley, McConnell – KS, Offutt AFB – NE, Ellsworth AFB – SD, Grand Forks AFB, Minot - ND Group 5: Altus, Ft. Sill, Tinker AFB, Vance AFB - OK Group 6: Dyess, Ft. Hood I & II, Ft. Worth, Goodfellow AFB, Sheppard AFB -TX Group 7: Ft. Sam Houston, Lackland AFB, Laughlin, Randolph AFB - TX Group 8: Corpus Christi, Kingsville NAS - TX Group 9: Ft. Leonardwood, Whiteman, Richards Gebaur - MO, Ft. McCoy - WI, Great Lakes NTC, Rock Island Arsenal, Scott AFB - IL Group 10: Crane NSWC, Harrison Village – IN, Ft. Campbell, Ft. Rucker, Gunter, Maxwell AFB, Redstone Arsenal – AL, Little Rock – AR The estimated annual quantities of the variety of eggs per carton by groups are as follows: Group 1 - 361, 120 Group 2 - 110,724 Group 3 - 217,327 Group 4 - 482,181 Group 5 - 287,086 Group 6 - 339,698 Group 7 - 372,617 Group 8 - 28,892 Group 9 - 361,690 Group 10 - 490,502 Group 11-922,802 A vendor stocker is required for each grouping for this solicitation. Only ONE UPC will be required for each line item. Multiple UPC's for the same item will NOT be allowed. A single solicitation containing the eleven geographical groupings will be issued. Each group will be independently evaluated and awarded on an "all or none" basis. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value, lowest priced technically acceptable procedures. An Indefinite-Delivery Requirements Type contact is contemplated with Firm Fixed Price w/ Special Factor Pricing that will adjust the unit price weekly based on the market index. The NAICS code is 112310 for this requirement with a size standard of $15M in average annual gross revenue for the last three fiscal years. The period of performance shall commence approximately 30 - 60 days after notification of contract award (or a date specified by the Contracting Officer) for a base period of 24 consecutive months plus three 12-month option periods. This solicitation will be issued on an unrestricted basis. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received from large businesses without an acceptable plan will not be considered for award. The Request for Proposal will be released on or about January 11, 2016.
