Description

I.INTENT A.The Robley Rex Veterans Affairs Medical Center has an open-ended AE Design requirement for professional Architect and Engineering services that requires the design of various Non-Recurring Maintenance (NRM), Clinical Specific Initiatives (CSI), Minor Construction projects and Medical Center funded projects. Design services to be provided are multi-discipline in nature and primarily focused on Architectural, Structural, Civil, Landscaping, Mechanical, Electrical, and Plumbing (MEP) Designs. B.Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts resulting from this solicitation will include profit, overhead and hourly rates for anticipated disciplines and for use in negotiating FFP task orders. Profit, overhead, and hourly rates for anticipated disciplines may be further negotiated at the task order level, but may not exceed the negotiated hourly rates for the applicable contract performance period. The contracts will have a minimum guarantee of two thousand five hundred dollars and zero cents ($2,500.00) for the base period only, with a maximum ceiling amount of four million nine hundred ninety nine thousand nine hundred ninety nine dollars and zero cents ($4,999,999.00) over the life of the contract. The individual Task Order's FFP minimum ordering amount shall be two thousand five hundred dollars and zero cents ($2,500.00) and a maximum amount of four hundred ninety nine thousand nine hundred ninety nine dollars and zero cents ($499,999.00). Pricing on task orders for the production and delivery of designs, plans, drawings, and specifications shall not exceed six (6) percent of the estimated cost of construction, including fees, as mandated by Federal Acquisition Regulations (FAR) and the Brooks Act of 1972 (PL 92-582). C.The IDIQ for A-E services will be for a base period of one (1) year with four (4) additional twelve (12) months option periods which can be exercised at the discretion of the Government. The intent of this requirement is to make a minimum of no less than four (4) contract awards. D.The A/E firm must be capable of responding to and working on multiple task orders concurrently. The A/E firm shall have either in-house or through consultants, licensed/registered professionals in the following disciplines (1) Architect; (2) Structural; (3) Civil; (4) Mechanical; (5) Electrical; (6) Environmental; (7) Landscape; (8) Value Engineering; (9) Cost Estimator; (10) Scheduler; (11) Risk Analyst; (12) Fire Protection; (13) Historic Preservation; (14) LEED or GREEN Globe Certifier and (15) Quality Assurance/Quality Control. II.SCOPE OF WORK UNDER THE CONTRACT A.The selected firm will be required to provide site investigations, schematics, design development, construction documents, detailed construction cost estimating, Independent Government Estimates (IGE), technical analysis, construction submittal reviews, design clarifications and record drawings for projects that require specialized design considerations, complex engineering solutions, specialized consultants, and the use of uncommon materials, and means/methods, in occupied federally owned or leased healthcare buildings. Other possible tasks required may include but are not limited to site investigation, code compliance reviews, technical design reviews, constructability reviews, envelope system integrity reviews, construction observation, construction inspection, historic preservation, historic structure reports, and space planning. B.The work to be performed under this contract is to provide specialized and innovative design-related AE services in support of the Veterans Affairs Mid-South Network's capital design and construction program mission. Disciplines and expertise required shall include healthcare design and construction, historic preservation, fire/life safety, architectural, civil engineering, structural engineering, mechanical engineering, electrical engineering, fire protection engineering, roofing design, construction inspection, scheduling, AutoCAD/Building Information Modeling (BIM) design, (the successful AE firm or team shall have experience with BIM in developing projects from its initial conception through completion of documentation) acoustical engineering, lighting engineering, interior design, surveying, geotechnical engineering, environmental engineering, certified industrial hygiene, recent experience in the design of contemporary, state-of-the-art medical facilities, with additional experience in vertical expansion/integration along with phasing of on-going operations, research facilities, long-term care-mental health and dementia, elevator and other disciplines and experts with specialized experience. C.All designs are required to achieve excellence in design. While these tasks, disciplines and expertise are needed for performance of task orders, other tasks disciplines and expertise that may be required are site development, architectural, fire protection, interior design, structural, plumbing, sanitary, HVAC, electrical, equipment, steam generation, steam distribution (outside), solid waste disposal system (including incineration), automatic transport, asbestos abatement, space planning, Critical Path Method (CPM), estimating, specifications and final bid documents. Therefore, adaptability is required and should be demonstrated. Expertise with environmental issues such as sustainability, energy modeling, alternative energy application and related items may be required with this contract. D.Typical construction projects that will result from the design efforts of the A-E may include repair and alteration/re-use of building interior/exterior spaces, systems and features. The majority of construction projects under this contract will have an estimated construction cost less than $5,000,000 dollars. This contract will require the A/E to perform, at minimum site development, architectural, fire protection, interior design, structural, plumbing, sanitary, HVAC, electrical, equipment, steam generation, steam distribution (outside), solid waste disposal system (including incineration), automatic transport, asbestos abatement, space planning, Critical Path Method (CPM), estimating, specifications and final bid documents. 1.DESIGN PROGRAMS a.DESCRIPTION OF WORK TO BE PERFORMED Preparation or review and analysis of design program(s) that delineate the functional and physical parameters, which define project specific requirements, and constraints that express the client's priorities. The design program is an ongoing process that must be revised if the project goals are changed. Development of the design program will be in accordance with Department of Veterans Affairs, Functional and Physical Design Program. b.DELIVERABLES The end product will be the design program submissions and/or evaluation of reports, documents, and cost estimates supporting the design program prepared by the AE. One reproducible original and two copies will be submitted to the Contracting Officer. 2.SCHEMATIC DESIGN a.DESCRIPTION OF WORK TO BE PERFORMED The preparation, planning, evaluation, review and recommendation of all architectural and engineering discipline calculations, specifications, reports, system analyses, drawings and cost estimates meeting the approved space program and Design Program in accordance with the AE Submission Instructions for Minor and NRM Construction Program, Program Guide PG-18 15, Volume C. Schematic drawings for construction projects are a means of identifying alternative approaches to correcting physical and functional deficiencies. The development of these schematic drawings is an interactive process between the VA Medical Center staff and the AE in order to produce a narrative and graphical description of possible program alternatives. b.DELIVERABLES The schematic design submission will meet the requirements of the distribution schedule in the PG-18 15, Volume C. 3.DESIGN DEVELOPMENT a.DESCRIPTION OF WORK TO BE PERFORMED The final approved Schematic Plans shall be the basis for the development of the Design Development phase. Any changes from these plans must be approved by the Veterans Affairs Project Manager prior to proceeding with the Design Development Drawings. The result of this phase will be a set of design documents defined to the point that no further functional decisions are required. All plans will be reviewed for functional and aesthetic relationships. b.DELIVERABLES The development of the design development submission will meet the requirements of the distribution schedule in the PG-18 15, Volume C. 4.CONSTRUCTION DOCUMENTS (CDs) a.DESCRIPTION OF WORK TO BE PERFORMED The Construction Document phase involves the production of complete drawings, specifications, and other documents necessary for the bidding and construction of the project, prepared from the approved Design Development documents. Also included at this phase are the final cost estimate, the final phasing plan, and the construction schedule. 1)It is the AE's responsibility to provide a quality set of documents. Related documents shall be complete, fully coordinated and ready for reproduction for contract. Prior to reproduction for issue for construction bids, make any changes to the documents identified as necessary during the final Construction Documents review conference with VETERANS AFFAIRS Medical Center staff. b.DELIVERABLES The construction documents submission will meet the requirements of the distribution schedule in the PG-18 15, Volume C. 5.CONSTRUCTION PERIOD SERVICES a.DESCRIPTION OF WORK TO BE PERFORMED The Construction Period Services, when required, are for review of contractor submittals, site investigations, technical advice, and closeout documentation. The Contractor shall provide construction period services which shall consist of submittal reviews and approval recommendations for products within the contract documents, site visit, quality control/quality assurance regarding project drawings and plans, attendance at project meetings with the construction contractor. Submittals may consist of cut sheets, manufacturers data/performance sheets, samples, and shop drawings. Submittal reviews may include compatibility analyses of different materials and recommendations associated with acceptance or rejection of alternate materials and products. Review duration will meet requirements established by the Contracting Officer. The contractor shall conduct site visits and participate in intermediate inspections as well as the final inspection of completed construction. The number of site visits and intermediate inspections to be conducted will be identified within the specific task orders issued. Construction period services shall also include the review and/or development drawings and cost estimates related to design errors/omissions and unforeseen conditions. b.DELIVERABLES - Services provided will meet the requirements established within the task order issued. Number of submittal copies returned and/or prepared will be in accordance with direction from the Contracting Officer. 6.CONSTRUCTIBILITY REVIEW a.DESCRIPTION OF THE WORK TO BE PERFORMED The Contractor will provide a detailed analysis of the construction documents to assure clarity, accuracy, coordination and completeness of the documents. The review will focus on the suitability of the drawings and specifications for ease of construction and the placement and maintenance of equipment. Review will identify conflicts and/or claims that may arise during construction. b.DELIVERABLES The Contractor shall provide report(s) evaluating the constructability of the contract documents to the Contracting Officer five (5) workdays prior to the Veterans Affairs Facilities Management construction document review. One reproducible original and two copies will be submitted as stated above. 7.SPECIALTY CONSULTANTS NOT AVAILABLE THROUGH THE DESIGN A/E a.DESCRIPTION OF WORK TO BE PERFORMED The Contractor will be tasked to provide additional design services, construction and inspection services, expert witnesses or claims consultants skilled in design analyses, CPM, phasing development, construction techniques and other associated specialties. The Contractor will be required to present the technical, professional and experience background for evaluation and approval of the Contracting Officer to support construction activities or preparation of reports involving design or investigation and evaluation of issues associated with design and construction. b.DELIVERABLES Submission of reports and recommendations associated with design and construction activities and investigations will be accomplished on a schedule developed by the Contracting Officer. Submit one original reproducible and two copies of the report(s) to the Contracting Officer. All construction and investigation services may require both on site inspection and report preparation. Submission of the reports will be within five (5) work days of completion of the service or as stated above. 8.MEDICAL OFFICE BUILDINGS/CBOC CLINICS a.DESCRIPTION OF WORK TO BE PERFORMED- Design programs for medical office space which includes interior space planning, furniture design and layout, and creating environmental graphic design of images b.DELIVERABLES- The end product will be design drawings for office space showing furniture layout and wall graphics. 9.COST ESTIMATES (CD'S AND CONSTRUCTION CHANGES) a.DESCRIPTION OF WORK TO BE PERFORMED Provide cost estimating services associated with the evaluation, analysis and preparation of construction changes or design alternatives. These services will cover all construction related issues which include but are not limited to materials, systems, and construction techniques. Review, analyses and recommendation of construction document cost estimates covering labor, materials, equipment, general conditions, and requirements developed for the project as directed by the Contracting Officer. Provide independent cost estimates as required by the Contracting Officer. b.DELIVERABLES The Contractor shall provide detailed independent cost estimates of construction document cost estimates within ten (10) workdays. One (1) original and two (2) copies will be submitted to the Contracting Officer. 10.CONSTRUCTION SUBMITTAL REVIEW NOT ANTICIPATED THROUGH THE DESIGN AE CONTRACT c.DESCRIPTION OF WORK TO BE PERFORMED The Contractor shall provide submittal review services covering products that may not have been listed within the contract documents but not limited to cut sheets, manufacturers data/performance sheets, samples, shop drawings which are beyond the services provided by the Veterans Affairs selected AE. Review periods will be established by the Contracting Officer. Compatibility analyses of different materials and recommendations associated with acceptance or rejection of alternate materials and products. Review duration will meet requirements established by the Contracting Officer. d.DELIVERABLES Review of submittals will meet the requirements established by the Project Manager. Number of copies and their preparation will be in accordance with direction from the Contracting Officer. 11.REQUEST FOR PROPOSALS (RFP's) FOR DESIGN-BUILD PROJECTS a.DESCRIPTION OF WORK TO BE PERFORMED - The preparation of RFP documents for design-build projects in accordance with A/E Submission Instructions: Requests for Proposals, PG-18-15, and Volume E. During the Design-Build (DB) proposal process, the AE will assist in the review of the proposals and prepare and issue amendments to potential offerors as necessary. During the design and construction of the project, the AE may be required to assist in the review of construction document submittals, shop drawings, other construction submittals and site visits. b.DELIVERABLES - The development of the RFP submission will meet the distribution requirements in PG-18-15, Volume E. The schedule for delivery will be determined by the Contracting Officer. 12.CONSTRUCTION QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) a.DESCRIPTION OF WORK TO BE PERFORMED-Provide on-site quality assurance and control through witnessing performance tests of various types of structural, electrical, HVAC equipment, elevators, sprinkler systems, fire alarm, communication systems and other systems integral to a fully operational building system. Prepare reports associated on-site inspections or analyses of test reports, review of submittal material, and evaluation of contract modifications, cost estimates, daily logs, and preparation of request for information (RFI). Monitoring return of submittals and other duties assigned by the Project COR. Prepare reports associated with on-site investigations of material, equipment and systems components, test performance and operation in compliance with contract requirements. b. DELIVERABLES - The Contractor shall provide test reports or product literature responses, cost estimates, review of product submittals, daily logs, review of certified payroll statements will be completed within 5 workdays of receipt of product literature or inspection reports or at such intervals as directed by the Contracting Officer. III.VA DESIGN STANDARDS AND REFERENCES A.Under this contract, the AE shall be accomplished the assigned task orders in accordance with Veterans Affairs Standards and References. B.The AE shall promptly submit a proposal which includes a detailed breakdown of the labor categories, and number of hours for each; along with an estimated performance period expressed in calendar days. This information shall be written on contractor's letterhead, and signed by the AE Firm principal. Unless other circumstances arise, the contractor will submit Task Order proposals within fourteen (14) calendar days. C.When an agreement has been reached on services to be performed, labor rates for the multi-disciplines indicated on ***Exhibit A-Architectural/Engineering Fee Schedule, and overhead and profit percentage rates indicated on ***Exhibit B-Architectural /Engineering Overhead & Profit Rate Schedule shall be used for as applicable for the project design indicated by each Task Order. The hourly labor rates, the overhead and percentage fees shall be considered fixed pricing for the duration of this IDIQ and each option year exercised. D.The AE shall clearly state each discipline used in the AE's proposal in response to each Task Order issued by the Government. The Government and contractor shall negotiate G&A expenses, the total labor hours, materials and other direct expenses necessary to perform, along with the performance period (expressed in calendar days), measured from the issuance of the notice to proceed to the date for completion. The final price will include the fixed hourly labor rates for the applicable disciplines, the fixed overhead and profit percentage rates, as well as pre-negotiated direct and indirect expenses, G&A expenses. E.No work shall be performed on an individual task order until the Contracting Officer has signed the work order and returned a fully executed copy to the contractor. V.OPTIONS A.The Government has the unilateral right to exercise each of four (4), one (1) year options. The period of performance may be up to five (5) years if all options are exercised. Prior to exercising options, the Government will provide a notice of intent letter within 30 calendar days of execution. VI.SUBMISSIONS A.Each task order will establish a schedule for submissions and performance schedule. The performance schedule may be extended in the event performance is delayed due to causes beyond the control and without the fault or negligence of the AE as determined by the Contracting Officer. VII.SALARY RATES, OVERHEAD AND PROFIT A.Exhibit A-Architectural/Engineering Fee Schedule shall be used by the AE to identify costs associated with each of the multi-disciplines listed on the fee schedule. Upon award, the AE's proposed fee schedule for each discipline will be incorporated into the base contract, as well as each successive option year exercised. B.Exhibit B-Architectural/Engineering overhead and profit rate schedule shall be used by the AE contractor as applicable relevant to the total project design costs for each Task Order. Upon award, the AE's proposed overhead and profit rate will be incorporated into the base contract, as well as each successive option year exercised. C.The AE's direct/indirect costs, materials, and G&A expenses will be negotiated prior to award of the parent (IDIQ) contract, for each period of performance (base plus option years), for the life of the contract. D.Prior to issuance of task orders, the Government & Contractor will negotiate the number of labor hours required, site visits, construction period services and other incidentals. VIII.KEY PERSONNEL A.The AE shall employ the required professional personnel to perform the services required under this contract. No substitution will be made without the advance written approval of the Contracting Officer. The AE shall provide an explanation of the necessity for the change. No increase in salary rates will be allowed when personnel substitution is authorized. IX.CONTRACTING OFFICER'S REPRESENTITIVE A.With the award of each Task Order, the Contracting Officer will provide a delegation letter that will designate a Contracting Officer's Representative (COR) to assist in monitoring the work under this contract. The delegation letter will state the duties and limits of authority of the COR. The COR's duties include, but are not limited to: technical advice, substantive guidance, processing of invoices, and such other purposes as deemed necessary under the contract. B.**NOTE** The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds, or change the terms and conditions of the contract. The technical administration of this contract shall not be construed to authorize the revision of the terms and conditions of this contract. Any such revision shall be authorized in writing by the Contracting Officer. X.PAYMENT A.The Government shall pay the AE for all services and materials in accordance with the Federal Acquisition Regulation (FAR), payment clause for Fixed-Price A-E Contracts; 52.232-10. XI.ADDITIONAL MINIMUM REQUIREMENTS A.Provide professional AE services to prepare working drawings, specifications, cost estimates and possible impact costs for multi-discipline services for the medical centers located within Network Contracting Office (NCO) 9. B.AE must analyze and verify utility systems and structures as necessary, per individual task order requirements. C.AE must modify original tracings from construction drawings to make final as-built, dependent on specific task order requirements. D.AE to follow applicable NFPA and VA Construction Codes. E.The Construction Period Services, when required, are for review of contractor submittals, site investigations, technical advice, and closeout documentation. F.A preliminary and final design construction cost estimate is required for each task order. G.Phasing Schedule and Network analysis, as applicable, are required as part of the working drawings. ? H.Typical design schedules will be as indicated below based on the nature and complexity of the requirement. However, the actual design times will be provided with each Statement of Work issued under consideration for a Task Order. Quantity and format as designated for each task order. The Facilities Management will provide existing drawings as needed and as available. The final original drawings and specifications will be turned over to the Veterans Affairs at the completion of 100% drawings and specifications. Submit three (3) CD-ROM Contract Documents of all drawings and specifications of approved final design, three (3) sets of final reports, calculations and final cost estimates. Also submit two (2) hard copies of contract documents and two (2) set of 11" x 17" drawings. All quantities to be specified per task order. OWNERSHIP OF ORIGINAL DOCUMENTS: All designs, drawings, specifications, notes, and other work developed in the performance of this contract and subsequent Task Order issued against this contract shall be the sole property of the Government and may be used on any other work without additional compensation to the AE firm. With respect thereto, the AE firm agrees not to assert any rights and not to establish any claim under the design patent or copyright laws. The AE firm, for a period of no less than three (3) years after completion of each Task Order, agrees to furnish and provide access to all retained materials (including electronic) upon request of the VA. Unless otherwise provided in this contract and subsequent Task Orders, the AE firm shall have the right to retain copies of all such materials beyond such period. CERTIFICATION OF A&E SEAL: At the final review, the AE firm will present the completed set of contract documents for each applicable Task Order. Each Contract Drawing shall bear the seal and signature of the registered professional architect or engineer responsible for its design. The seal and signature shall be affixed for the final scheduled review stage of each phase of each Construction Documents section. Before the final contract documents are issued for bidding, a principal of the AE firm under contract to the VA will be required to provide a signed certification that all drawings and calculations, for each Task Order, have been properly signed and sealed by the appropriate individual for each discipline, in accordance with the rules and regulations of the local State licensing authority. This certification shall be forwarded to Contracting Officer upon the completion of the Contract Documents for each Task Order. ? Only the three most highly rated AE firms will be provided further consideration under this requirement. Those firms not selected will be notified of their exclusion from the competitive range of highly qualified AE firms. Selection of firms will be made based on the following criteria: 1.0Professional qualifications necessary for satisfactory performance of required services 2.0Previous qualifications necessary for satisfactory performance of required services 3.0Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. 4.0Capacity to accomplish the work. 5.0Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 6.0Location in the general geographical area of the project and knowledge of the locality of the project provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms must be within a 300 mile radius of the Robley Rex VA Medical Center campus. 7.0Acceptability under other appropriate evaluation criteria. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with 38 U.S.C., section 8127 (d). To be eligible to submit an offer or receive an award all offers must be viewable and listed in the Vendor Information Pages (VIP) at www.vetbiz.gov. Only verified SDVOSB are eligible to submit an offer or receive an award that is set-aside for SDVOSB in accordance with 38 CFR Part 74. Contractors that are not verified and viewable in vetbiz at the time of submission of offer or at the time of award shall be determined as "to not be an interested party and its proposal will not be considered further nor will be considered for award." This requirement is being procured in accordance with The Brooks Act of 1972, Federal Acquisition Regulation (FAR) 36.6 and VA Acquisition Regulation (VAAR) 836.6. The most highly rated AE firm shall be further advised that in accordance with VAAR 836.606.73 the total cost of the architect or engineer services contracted for must not exceed six (6%) percent of the estimated cost of the construction project plus any fees for related services and activities. FAR Clause 52.236-2 (c), Design Within Funding Limitation will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The estimated range of the construction costs related to Task Orders issued under this action will be provided with each Task Order. Interested A/E firms must submit one (1) hard copy of the Standard Form (SF) 330, along with one (1) electronic copy on Compact Disc in "Adobe Acrobat Pdf" format. Submissions must not be received No Later Than 2:00pm ET, on January 19, 2016. Submission by way of electronic email is not authorized. The government will not provide any reimbursements to contractors submitting their qualifications for this requirement.
