Description

The Department of Veterans Affairs, Network Contracting Office 22 intends to award a sole source contract to Honeywell Building Solutions. This acquisition will be made under the authority of the Multiple Award Supply Program on a limited source basis as required by Federal Acquisition Regulation 8.405-6. Only one responsible source and no other supplies or services will satisfy agency requirements. Market research was conducted and concluded that the original acquisition for the Cogeneration Turbine Engine unit was acquired through a Department of Energy (DOE), Super Energy Savings Performance Contract (ESPC) that has reached the end (January 31, 2015 of its ten (10) year period of performance on January 31, 2015. The services were associated with the initial cogeneration project 74191, custom design and specification of Sempra Energy, which Honeywell Building Solutions has since acquired. This requirement is to provide one (1) year and up to four (4) option years of preventative maintenance and repair contract for the Cogeneration Turbine Engine unit. The proposed period of performance will be from 1/1/2016 through 12/31/2020 if all options years are exercised. The preventative maintenance and repair contract will include the following: All work performed will be on the Cogeneration plant at VA San Diego Healthcare System (VASDHS) Building 2, Central Plant. This will include, but not limited to the Natural Gas fired Turbine, the heat recovery boiler, the recuperator, the diverter valve, all structural and safety components, including the enclosure, all electrical, electronic systems and equipment, all controls and monitoring, Natural gas and steam piping, flanges, controls, sensors, all supports and catwalks, soundproofing and vibration equipment and sensors, all switchgear, protective and safety devices and all other equipment and systems involved with the safe efficient operation of the turbine. (See Attachment, Exhibit A, Covered Equipment) This work includes providing all labor, tools, equipment, travel and all other necessary labor in order to maintain all cogeneration equipment, systems and subsystems, components, piping, ducting, conduit, electrical and electronic functional and safety devices operating at design efficiency and safety. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 8. The place of performance is as follows: VA San Diego, 3350 La Jolla Village Drive, San Diego, Ca 92161. The anticipated award date is January 1, 2016. The North American Industry Classification System (NAICS) for this requirement is 561210, Facilities Support Services. The Small Business Administration size standard for this sector is $38,500,000. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
