Description

The Naval Air Systems Command (NAVAIR) intends to contract on a sole source basis a Delivery Order under Basic Ordering Agreement (BOA) N00019-15-G-0003 with Raytheon Technical Services Company LLC, in support of the requirements of PMA-201, Precision Strike Weapons, to eradicate Windows XP from the AWW-13 Data Link Pod (DLP) Factory Test Console (FTC) and Suitcase Test Set (STS). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. GENERAL INFORMATION: Raytheon Technical Services Company LLC (RTSC) has the unique knowledge, experience and technical data necessary to provide the highly complex services. RTSC is the sole designer, developer, manufacturer and integrator of the AWW 13 DLP. Accordingly, RTSC is the only known qualified, responsible source that can fulfill the requirements specified herein.
