Description
The Naval Air Systems Command (NAVAIR) intends to award Firm Fixed Price (FFP) Delivery Order 4018 under Basic Ordering Agreement N00019-14-G-0019 on a sole source basis with Lockheed Martin Mission Systems and Training (MST) in Owego, NY. The effort is for the procurement of GEN VI Mission Computers for the MH-60R (USN, Denmark, and Australia) and MH-60S; and Moving Map Integration Wiring Kits for MH-60R for Communication Navigation Surveillance (CNS/ATM) and Required Navigation Performance and Radio Navigation (RNP/RNAV) Retrofit Kits Installations. The anticipated effort will be awarded on a sole-source basis to Lockheed Martin in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the MH-60 mission systems design to allow them to perform the NRE and upgrade efforts in a timely and cost effective manner. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
