Description
RFQ-RT-16-00011 Attachment 1: Addenda to FAR 52.212-4 Attachment 2: Performance Work Statement (PWS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and pursuant to the simplified acquisition procedures of Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Research Triangle Park, NC intends to establish one or more Blanket Purchase Agreement(s) (BPA) to transfer EPA Van Pool subsidy funds to responsible Van Pool Operator(s) whose past performance has shown them to be dependable, and who offer quality services. See Attachment 2- Performance Work Statement (PWS). This procurement is intended to reduce the number of single occupancy vehicles on the highway by providing transit commuter benefits via the use of Vanpools for employees to commute to and from work. The EPA currently has existing vanpool riderships through the Triangle Transit Authority (TTA) that originate from the following cities in North Carolina: Apex, Bahama, Cary, Durham, Garner, Raleigh, Hillsborough, and Holly Springs. The EPA would like to extend vanpool services to further cities outside the existing ridership area if possible. Therefore, in addition to a BPA with TTA, we are interested in establishing multiple BPAs to provide the maximum practicable ridership opportunities to EPA employees. The EPA Transit Subsidy program (TSP) is designed to promote the use of public transportation and to ease traffic congestion nationwide. The TSP allows eligible EPA employees to receive monthly transit subsidy to offset their work commuting cost. The transit subsidy is equal to the amount of the participant ¿s actual monthly allowable transit benefit as mandated by the federal government. In order for an employee to receive a transit subsidy he or she must use a mass transit system or commuter highway vehicle that meets the criteria established in IRS Code 132(f). The authority for a Transportation Fringe Benefit Program was given in Executive Order 13150. The monthly transit subsidy amount per employee is defined by law in 26 USC 132(f)(2), including the method for inflation. Other laws, such as the American Recovery and Reinvestment Act (ARRA), may also address the fringe benefit. The solicitation number is RFQ-RT-16-00011. The solicitation is issued as a request for quotation (RFQ) and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Circular FAC 2005-85, dated December 4, 2015. The associated North American Industry Classification System Code (NAICS) is 485999, All Other Transit and Ground Passenger Transportation, with a Size Standard of $7 Million. It is the vendor's responsibility to be familiar with all applicable clauses and provisions. All quoters must submit representations and certifications in accordance with these clauses and provisions. FAR clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. The following FAR provisions are applicable and incorporated by reference: FAR 52.204-16, Commercial and Government Entity Code Reporting, FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and FAR 52.252-1, Solicitation Provisions Included by Reference. The following FAR clauses are applicable and incorporated by reference: FAR 52.204-18 Commercial and Government Entity Code Maintenance, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.232-40, Providing Accelerated Payments to Small Business Subcontractors, and FAR 52.252-2, Clauses Included by Reference. See Attachment 1 for Addenda to FAR 52.212-4. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and the following clauses within are applicable to this acquisition through the latest FAC: 52.204-10, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.223-18, 52.225-13, and 52.232-33. Once the BPAs are established with van pool operators, individual written orders may be awarded once EPA employees are certified in a ridership program in an area covered by the operator. However, the Government is not obligated to place any orders under these BPAs. The Government is obligated only to the extent of authorized orders placed against the BPAs. These orders shall not exceed the Simplified Acquisition Threshold, and the procedures in FAR Part 13 will be utilized. A BPA order may be issued for a one-year period and renewed annually thereafter for up to a total period of 5 years. The Government reserves the right to add or delete vanpool operators at any time throughout the life of the BPAs. There is no minimum Government obligation. INSTRUCTIONS TO RESPONDENTS: The EPA intends to leave this solicitation open through March 22, 2016. We will accept quotations from solicitation issuance through March 22, 2016. Questions concerning this announcement should reference notice number RFQ-RT-16-00011 and should be sent via FEDCONNECT with an email copy to John Liertz at Liertz.John@epa.gov. All quotes must be sent via email to John Liertz at liertz.john@epa.gov. Quotes shall be submitted no later than 12:00 PM EST, March 22, 2016. Any accepted quotes awarded will have a period of performance of five years from date of award. Interested parties shall provide the following: 1. Information about your vans such as the size, number of passengers, age, type, van features, average miles per gallon; covered ridership areas; fare/monthly fee information; any other pertinent information about your company or organization. 2.Your DUNS number for verification of inclusion in the System for Award Management (https://www.sam.gov/). 3.Information demonstrating successful past performance as a vanpool operator comparable in size and complexity to the services requested in this RFQ. This information will be used to make a responsibility determination that will precede issuance of a BPA and will be conducted in accordance with FAR Part 9. 4.Completed representations and certifications (FAR 52.212-3). Attachments for this synopsis and any notices of any modifications to this FBO procurement announcement, including amendments, will be posted using the FedConnect web portal.
