Description
SLAC National Accelerator Laboratory is seeking Sustainability and Energy Analysis consultants or firms for the services described below. A solicitation will be provided to credible firms. This notice is not a Request for Proposal. Interested vendors are requested to register thru the Interested Vendor tab in this posting. Phase 1 is to meet the EISA 2007, Section 432 includes documentation listing the facilities evaluated, type of evaluation, estimated energy use, square footage, re-commissioning/retro-commissioning measures, and potential life-cycle cost-effective Energy and Water Conservation Measures (ECM). In order to meet the EISA requirement, the evaluation/assessment needs to include covered buildings that consume at least 75% of SLAC's site energy use. The basis shall be the SLAC Consolidated Energy Report (CEDR) Covered Facilities list. Currently this list includes approximately 50 facilities that consist of approximately 1,000,000 gross square feet, a Low Conductivity water (LCW) System, and an Automated Logic Control (ALC) System. Phase 2 is to complete a Detailed Energy Survey (DES) of the facilities from the Phase 1 evaluation that present potential life-cycle cost-effective ECMs. The DES will include Life-Cycle Assessment (LCA) and Return on Investment (ROI) estimates in order to provide SLAC with a basis for future strategic funding justification and resulting in energy/electric/natural gas/water reduction. The DES will include identifying existing buildings as potential candidates for HPSB conversion in order to meet the DOE HPSB goal by year 2025 and note what needs to be done in order to comply. The DES will specifically address the ECMs that meet the energy and water reduction HPSB requirements. The DES will also note which buildings can implement low cost or no cost ECMs and provide a list of these low cost or no cost ECMs. The DES will be due on 9/30/16. Both EISA Evaluation and DES Report will have one 90% review by SLAC and one final review by SLAC. The Consulting Firm shall supply all labor, materials, transportation, tools, and equipment to perform the evaluation and analysis of our site and to produce both reports on or before the required due dates. They will need to have an adequate and knowledgeable staff to handle the requirements and fast track schedule of the above two phases. The staff will need to be knowledgeable and have experience in the required field work, required evaluations and assessments, and in producing the actual EISA Evaluation Report and DES Report as well as in HPSB and Sustainability. The Consulting Firm will also need to comply with the SLAC and DOE requirements (Security, Safety (ES&H), etc.).
