- This is a PRE-SOLICITATION NOTICE of a proposed requirement to award a service contract for a Research Protocol Compliance Web-based tool. This notice is issued solely for informational and planning purposes and no offers will be accepted. The requirement is for full service access and include set-up and maintenance to a web-based suite for biomedical, clinical, rehabilitation and health services research protocols to support the Minnesota Veterans Administration Health Care System's (MVAHCS). This service shall provide tools for electronic protocol file management, on-line document submissions, and electronic tools supporting the management, submission, review and oversight of each research protocol for MVAHCS. The web-based service shall include protocol sharing and collaboration, automatic notifications, research agendas and meeting minute wizard, electronic submissions and reviews, TMS and CITI user training interface, and audit capabilities including electronic revision histories, electronic signatures and event tracking. The Contractor shall also provide initial and as needed training at no additional cost. As a minimum, the Web Based System shall provide following: a.Hosting web interface: 24-hr security patrolled, long-term storage, automated backups, multiple fiber carriers, more than one power grid, FIPS 140.2 compliance and 508 compliance (VA requirements). b.Committee membership appointments - add new members and notices when current appointments expire or are ending / renewed. c.VA-specific forum for networking with peers who utilize the system. d.Unlimited custom letters and forms wizard. e.Accessibility: Ability to access system from VA intranet and the internet, as well as use the system and forms with Windows or Mac. f.Unlimited submissions to five boards (IRB, IACUC, Research Safety, IBC, Subcommittees and R&D) and conflict of interest program/module. g.Program that enables streamlining via a single system, rather than combining paper-based and disparate electronic solutions. h.An adaptable system that can be tailored to fit the procedures in use; ease of customization of forms and processes on the client end, without requiring technical support. i.Unlimited users and usage for all registered users, as set forth above. j.Online direct completion and submission of forms within the system, rather than having to download forms, complete, save and then upload; this will alleviate compliance issues with document control. k.A program that is database driven, not document driven, for greater ease of interoperability, which covers a wide range of options, allowing automation for all programs: IRB, IACUC, as well as SRS only or RDC-only protocols. l.User friendly interface as people with varying levels of technological expertise will be using the system. m.System direct retrieval and tracking of training records from both CITI and TMS. n.Allow the VA a "bird's eye" view of the protocols being reviewed by the subcommittees. Shipping FOB Destination and installation shall be included in the overall price. The Veteran's Health Administration Program Contracting Office - East estimates a posting date of solicitation VA268-16-R-0050 on Jan 11, 2016 and distributed solely through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). This notice does not constitute a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed. It is the responsibility of any interested party to monitor this site for additional information pertaining to this notice. The agency is contemplating single award of a firm fixed price (FFP) contract to the contractor whose submission represents best value to the Government.
