Description
Source-Sought Driver Safety Training using SkidCar/Skid Monster driving training systems NEED: Train 1,500 individuals per year, military and DoD civilian personnel, driving skills to improve vehicle control in order to decrease risk and help lower the vehicular accident rate. Training includes using classroom and existing SkidCar/Skid Monster system modified training vehicles for hands on training. Drivers of today use less time making sure their vehicle is in control. Driving today in military vehicles without electronic control technology, individuals are exposed to physical outcomes never before experienced. When considering the challenge of controlling an Up Armored High Mobility Multipurpose Wheeled Vehicle (UAHMMWV) or Bearcat security vehicle on loose or slippery surfaces, their inventory of perceived outcomes are very limited. With the absence of having to understand vehicle control at speed, too much speed has never been an issue until it's too late. The cognitive decision making process which controls adequate speed for any condition, including stopping, has not been a component in their learning background for many. Develop or use existing curriculum to instruct individual's cognitive skills in the classroom and hands on application skills using existing SkidCar/Skid Monster system modified vehicles training. Behind-the-wheel learning segment should last 20 minutes or more per person featuring multiple repetitive cycles. The behind-the-wheel portion in the SkidCar/Skid Monster system must allow physical inputs and vehicle dynamics to be experienced in a completely safe environment. Response to cognitive decisions needs to be experienced. Perception of personal actions in vehicle can be constantly validated to be right or wrong without the possibility of an accident in training. Collect video and log data of the behind-the-wheel learning segment for post course assessment. Instructor comments and individual's data needs to be recorded and stored for historical use by the government. Provide a drivers report/assessment for each student. Develop a handful of instructors with good knowledge of SkidCar/Skid Monster driving training systems to augment requested training. Untrained and/or undisciplined personnel can use the technology improperly. Without the simple and basic maintenance checks and proper intended use on the driving range, the SkidCar/Skid Monster system equipment can fail, causing loss of resources in both lost days of training and repairs and replacement of parts. Develop driving courses using existing USAF inactive flight line areas. A very tightly organized 3-tiered course with minimum transition time will be constructed at the north end of the main runway. The three stations are built with efficiency of transfer between exercises with the ultimate capability of running 3 SkidCar/Skid Monster systems simultaneously. 1. A short oval, 35 seconds in length. This course allows drivers to learn by thought processes, the existence of too much speed. Analog vehicle handling, technically correct use of Vision, Steering, and Stable Braking Concepts applied. This exercise would be built between the last connector road and the end of the runway. 2. Accident avoidance maneuver. The ATSS [Automated Traffic Scenario Simulator] will be used to offer reliable, random, and objective cognitive and physical accident avoidance exercises. A repetitive message engagement of correct Vision, Steering, and stable braking is given. This exercise would be built at the end of the north runway. 3. Emergency and Critical Braking. This segment is based on training non-ABS control and critical use of brakes for safety, stopping and control. Also teaches correct use of vision, steering, and stable braking even in emergencies. Built on last connector road. Maintain the SkidCar/Skid Monster systems at a level needed to ensure training is met. CONTRACTOR Responsibilities: 1. Classroom instruction 2. In-car instruction 3. SkidCar/Skid Monster system Equipment management MALMSTROM AFB personnel responsibilities: 1. Supply spare parts under current service contracts and future agreements 2.
