- CONTINUATION PAGE Performance Work Statement (PWS) paragraph 2.1.1 which currently reads: 2.1.1.License - Contract physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in South Dakota. To have Drug Enforcement Agency (DEA) registration, contract providers must have a medical license and be individually registered with the DEA in the state where they will provide services under the contract. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contract physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Is hereby changed to read: 2.1.1.License - The Contractor's physician (s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor's physician (s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. PWS Paragraph 2.1.9 which currently reads: 2.1.9.DEA - Contractor shall provide copy of current DEA certificate registered in the state in which services are being provided. Is currently changed to read: 2.1.9.DEA - Contractor shall provide copy of current DEA certificate. ? Vendor Questions and Answers - 12/22/2016 Q - Who is the incumbent and what is the incumbent pricing? A - There is no incumbent; this is a new requirement. Q - Will you be reviewing bids as they are received? A - Proposals will be evaluated after the solicitation closing date. Q - What is the average time frame from bid due date to award? A - Approximately 90 days. Q - What is your top award criteria? A - Evaluation criteria is listed/discussed in the provision FAR 52.212-2 Evaluation. Q - What is the average length of time for credentialing at your facility? A - Approximately 30-60 days. Q - Will you consider a physician who is Board Eligible within 4 years of Residency/Fellowship? A - As stated in the PWS, the requirement is for Board Certified. Q - Will you consider a non-Boarded Psychiatrist who has VA experience? A - As stated in the PWS, the requirement is for Board Certified. Q - Do you accept any state license? The statement of work says a South Dakota license is required. A - Corrected through this Amendment. Q - What is the patient load per day for outpatient? Inpatient? How many new patients per day? How much time is allowed for new patients? Follow-up patients? How many follow up patients per day? How many med checks per day? A - Approximately 75% of the hours of the day are spent with Veteran care in various modalities (face to face, telephone, VTEL). The other 25% is spent with writing notes, view alerts, phone messages, etc. Q - Will the physician be seeing patients in lock down A - Yes, we have a 6 bed locked unit that will require the psychiatrist to round on daily when they are assigned to the inpatient rotation. Q - How many other psychiatrists, psychologists, social workers and counselors are on staff? What support staff is available? A - 2 outpatient RN's and 3-4 scheduling staff at the main facility in Sioux Falls. Utilize Behavioral Health Interdisciplinary Teams to discuss cases and assist with direction of care within the MH service line. Q - What expectation are for the 3 hours back-up/replacement for a physician (Note: the physicians we place are locums and might be on another assignment or out of state)? A - I am unsure what section of the PWS you are referencing in your question about three-hour back-up. There is a requirement for 2-hour back-up in paragraph 2.7.1.3. If that is the paragraph you are in question about, then the expectations appear to be that a back-up is provided within 2 hours. Q - Will this be a single or multiple award? A - This will be a single award contract.
