- Commander, Navy Installations Command (CNIC), Millington, TN, a Nonappropriated Fund Instrumentality (NAFI) of the Federal Government intends to award a Sole Source, Firm-Fixed Price contract with a base period (12 months) and 4 option years to UCLA DBA Office of Research Administration, 11000 Kinross Avenue, Suite 102, Los Angeles, CA 90095. This requirement is to provide resource development, management, and training services support for all MC&FP Families OverComing Under Stress (FOCUS) outreach activities. This source possess the specific knowledge and technical capabilities with customized evidence-based Family Resiliency Program that is unique to the military populations that they service based on their environments, deployment cycles, and specific family stressor. No other healthcare program offers the Military Family this particular niche of clinical, preventative care, aimed at preserving and sustaining the high risk family unit in the face of multiple deployments and high Operating Tempo. The estimated contract is expected to be $48,485,817. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the Contract Specialist listed above by the response date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete on a full and open competition basis.
