- The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Mettler-Toledo Autochem, Inc., 7075 Samuel Morse Dr. Columbia, MD for the purpose of procuring a two cell reaction calorimetry and remote operation synthesis station. Based on market research, and Government end-users, it has been determined that only the Easymax 402 meets all the FBI's requirements stated below and Mettler- Toledo Autochem, Inc. is the sole manufacturer and distributer of this product. Requirements: 1. The system must have a minimum of two (2) cells which can be independently controlled for temperature and stirring rate. 2. The maximum operating volume of each of the cells will be 400mL. a. Must have the option to use additional glassware to operate in the less than 100 mL range. b. The system must be supplied including the glassware to operate both at 400mL maximum and 100 mL maximum volumes. 3. The reactor must be capable of remote operation though the use of specifically designed software and a computer interface in addition to manual operation through a control panel. Any software required for remote operation of the system will be supplied. 4. The system must also function as a reaction calorimeter by measuring the heat flow vector of the system as the reaction progresses. This may be accomplished through the use of add on probes or equipment which will be supplied with the instrument. 5. The system must maintain a jacket temperature in the range of - 30 °C to 105 °C. 6. The system must have the ability to heat and cool itself using primarily a solid state electronic device while only relying on outside heating or chilling device to provide cooling to the instrument if required. 7. The system must have the ability to accept multiple reactor vessels of various types and sizes without requiring cooling fluid to be drained, collected, and refilled in order to change the reaction vessels. 8. The system must come with vendor support including on-site installation and training as well as two (2) years of warranty coverage. 9. The system must come with all of the required adapters and pieces to allow for on-site installation. This includes but is not limited to hoses, adapters, sensors, cords, connectors, caps, stirring shafts and blades, etc. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
