- The U.S. Environmental Protection Agency (EPA) intends to purchase on a sole source basis a membership with the California Fuel Cell Partnership (CaFCP) through Bevilacqua-Knight, Inc (BKI). The CaFCP is a voluntary public/private organization that provides advancing automotive fuel cell technology to help move the world toward practical and affordable environmental solutions through a unique collaboration of auto manufacturers, energy companies, fuel cell companies, the State of California, and various Federal Agencies. The acquisition of this Commercial item will be subject under the authority of FAR Part 13.106-1(b). This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services with a small business size of $15,000,000.00. The CaFCP is focused on advancing automotive fuel cell technology to help move the world toward practical and affordable environmental solutions. Through the CaFCP, automobile companies, fuel suppliers, government entities, and others can come together to facilitate the demonstration of fuel cell vehicles under real day-to-day driving conditions. As a member of the CaFCP, the EPA will participate and share in the information and experiences generated through the collaborative activities of its various members. The benefits of membership encompass opportunities to build relationships with all key stakeholders in the fuel cell dialog. The CaFCP selected BKI based on its unique qualifications in administering vehicle demonstration programs. Because CaFCP cannot enter into contracts, governmental entities pay their membership dues to BKI, who manages the funds under the direction of the CaFCP Steering Committee and who provides management services to facilitate and coordinate the cooperative efforts of the CaFCP, including operational, financial, contract, and project management services. CaFCP/BKI is the only known source able to satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing membership services with CaFCP may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
