- The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority for FAR Part 13- Simplified Acquisition Procedures. Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to procure services for the Office of the General Counsel. The requirement calls for online congressional online news subscriptions. This procurement is being processed through other than full and open competition as authorized under FAR 6.302-1. The Government intends to solicit and negotiate with Congressional Quarterly (CQ.com) on a sole source basis. Through market research, USNO determined CQ.com to be the only company able to meet this requirement, due to the availability of news information in real-time. Interested parties may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL/QUOTES. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 519110.
