- Description
- The Department of Agriculture intends to solicit and award a non-competitive sole source contract to ICF Incorporated LLC on a sole source basis under the authority of FAR 6.302-2; Unusual and Compelling Urgency.The Staff of the Rural Development (RD) Deputy Chief Information Officer (DCIO) has a continuing need to work on and deliver a new Database Management System for RD, to replace the current system of record (RDquEST) which is owned and operated by ICF's contractor, Quadel Consulting Corporation (QCC). RDquEST currently houses all the tenant and landlord data for program delivery. Award of a non-competitive contract to ICF is the only means to avoid jeopardizing the continuation of on-going support.
