Amendment 0002, Includes an updated PWS (Changes are highlighted in yellow). Solicitation W9124J-16-T-0018 is a follow-on to the Pre-Solicitation Notice posted on 04 December 2015. The Mission and Installation Contracting Command - Fort Sam Houston is issuing a Request for Quote (RFQ) to provide non-personal services contract to provide Defense Enrollment Eligibility Reporting System (DEERS)/ Real-Time Automated Personnel Identification System (RAPIDS) Military Identification Card/ Common Access Card (CAC) issuance at 30 locations throughout the continental United States and its territories. The Contractor shall perform Identification Card and Common Access Card issuance support services in accordance with Army regulations and policy directives. The periods of performance are as follows: Phase-In: 05 Februery 2016 through 26 February 2016 (21 days). Base Period: 27 February 2016 through 26 January 2017. Option Period One: 27 January 2017 through 26 January 2018. Option Period Two: 27 January 2018 through 26 January 2019. This solicitation is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) that applies to this procurement is 561110 - Office Administrative services, with a small business size standards of $7.5 Million. All eligible SDVOSBs must be registered in the System for Award Management database (SAM.gov ). This RFQ will be posted for 23 days from the date of this RFQ notice. Any amendments to this solicitation will be posted to the Federal Business Opportunities (FedBizOpp) website ( https://www.fbo.gov/ ). Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. Contractors are encouraged to continuously check the FBO website for amendments and updates regarding this RFQ. Quotes and any amendments posted are due on or before the closing of this RFQ: 06 January 2016 at 2:00 p.m. Central Standard Time. The selection of a source for award purposes will be conducted utilizing FAR Part 13.5- Simplified Procedures for Certain Commercial Items, in conjunction with FAR 15.101-2- Lowest Price Technically Acceptable Source Selection Process. Faxed quotes and amendments will not be accepted. A question period will be opened at time of solicitation.
