- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: "Tri-Rivers Natural Resources Parks Grounds Maintenance". This is scheduled to be issued as Firm-Fixed-Price Service contract. The purpose of this sources sought is to determine interest and capability of potential qualified small businesses, 8(a)'s relative to the North American Industry Classification code (NAICS) 712190. The Small Business size standard for this NAICS code is $7.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information (4) The category of small business, such as 8(a), HUBZONE, or SDVOSB (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. The contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, fuel, equipment, and vehicles, except as otherwise provided for herein, to perform all work required by this contract. The work shall include, but is not limited to, grounds and landscape maintenance, paved surfaces clearing, maintaining hiking trails, irrigation, vegetation removal, debris removal, litter removal, cleaning picnic tables, benches, barbeque grills, fire pits, and janitorial services of restroom facilities as described in the Performance Work Statement (PWS) on lands and waters at the areas in the Contract Areas of Work. Contract Areas of Work. The areas of this contract are divided into 3 main areas of operation: McNary Project, Ice Harbor Project and Lower Monumental Project. NOTE: Though Hood Park and Hood Boat Basin (Cargill) are technically part of McNary Project due to physical location and campground requirements they will be considered part of Ice Harbor project. McNary Project: Includes both north and south shores of McNary Lock and Dam Project Area, McNary Wildlife Nature Area, West Park, Spillway Park, Cottonwood Cove, McNary Beach Park, Warehouse Beach Recreation Area, Sand Station Recreation Area, Warehouse Beach HMU, Horse Heave HMU, and the Lewis and Clark Commemorative Trail. Ice Harbor Project: Includes Hood Park, Hood Boat Basin (Cargill Pond), Ice Harbor Dam site, Overlook Building, North & South Shores, Indian Memorial, Shoreline Road, Charbonneau Park, Fishhook Park, Big Flat HMU, Windust Park, and Matthews Boat ramp. Lower Monumental Project: Includes Lower monumental Dam site, Devil's Bench Boat Ramp and Ayer Boat Basin. Site visit: a site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. The solicitation will include details regarding the site visit. Other information: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Quotes/Proposals will be due approximately 30 days after the actual solicitation issuance date.
