- DLA Troop Support will be issuing a solicitation for Full-Line of Fresh Fruits and Vegetable support the European equivalent of US #1 Grade or better for customers in Northern Europe Zone. The solicitation will be full and open competition (NAICS 311991). The contract will be an Indefinite Quantity Contract, Fixed Price with economic price adjustment. The contract will have a 24 month base period and (2) 24 month option periods. The acquisition method is low price technically acceptable. The estimated dollar amount for a 24 month period is $5,071,365. The guaranteed contract minimum is $507,136. The estimated total maximum dollar amount is $38,035,242 including options. The Government intends to make one (1) award based on the lowest technically acceptable offer. An award may be made on initial proposals or it made be determined that opening discussions will be required prior to making an award. The Northern European Zone includes the following countries: Belarus, Czech Republic, Denmark, Estonia, Finland, Iceland, Ireland, Latvia, Lithuania, Norway, Northern France, Belgium, Netherlands, Austria, Germany, Hungary, Poland, Slovakia, Sweden, Ukraine, United Kingdom, and all Naval activity with ports in these countries and/or north of the Alps. Servicing this zone may require partnering with subcontractor suppliers. This practice is encouraged, but there will be only one awarded contractor. Subcontractors will work for the primary contractor. Offerors are required to offer on all items in the Schedule of Items; failure to do so may result in exclusion from award consideration. The delivery points require indefinite quantities of Fresh Fruit and Vegetables throughout the term of the contract. A detailed listing of the delivery sites can be found in the solicitation. All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil/ if not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation. All contractors choosing to conduct business with the Department of Defense must now be registered in the System for Award Management (SAM) database. Registration can be done at www.sam.gov. RFPs are in portable document format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. This software is available free at http://adobe.com. Attachments in the solicitation will require Microsoft Office, Word and Excel to open files. The anticipated solicitation will be January 2016, with an award made in May 2016. Contract performance is required to begin no later than 60 days after award. This solicitation will be evaluated under FAR 15.101-2 Lowest Price Technically Acceptable (LPTA). Offerors will be required to have a computer system capable of accepting delivery orders and processing Electronic Data Interchange (EDI) transactions. This contract will require the Contractor to have electronic commerce/electric data interchange EC/EDI capabilities. All payments will be made in Dollars or Euros at the awardee's preference.
