- ****FURTHER INFORMATION REGARDING THE ITSM ENTERPRISE SUPPORT REQUIREMENT WILL BE POSTED UNDER SOLICITATION NUMBER: HTC711-16-R-D001 ON www.fbo.gov **** _____________________________________________________________ USTRANSCOM Information Technology Service Management (ITSM) REQUEST FOR INFORMATION (RFI) PURPOSE The United States Transportation Command (USTRANSCOM) is conducting market research to gather information on Information Technology (IT) services to help define the requirement and formulate an acquisition strategy that is appropriate for the Information Technology Service Management (ITSM) requirement. USTRANSCOM is seeking to identify interested sources that possess the capability to provide ITSM for USTRANSCOM IT systems and provide highly skilled IT professionals to help transform USTRANSCOM/J6 (TCJ6) to an Information Technology Infrastructure Library (ITIL) focused organization. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Responders are solely responsible for all expenses associated with responding to this RFI. DESCRIPTION The scope of the ITSM effort is to provide a broad range of Command, Control, Communications, and Computer Systems (C4S) expertise to support the USTRANSCOM mission. IT technical skills will be required to support the USTRANSCOM C4 environment, which interface with numerous on-site and remote commercial, DOD, service, and common-user networks (i.e., Secret Internet Protocol Router Network (SIPRNET), Non-secure Internet Protocol Router Network (NIPRNET), and the Scott AFB Local Area Network (LAN), Wide Area Network (WAN) or Metropolitan Area Network (MAN)). Additionally skills will be required to support a myriad of applications that make use of the USTRANSCOM C4 infrastructure by providing access and services to the USTRANSCOM user community. Sources shall be knowledgeable of ITIL concepts, best practices in managing IT services through the lifecycle, policy and procedures, standards, and possess technical knowledge of managing IT infrastructure/networks to ensure interoperability with automated systems in DOD, and commercial industry partners. Outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and services. The majority of the work performed will support USTRANSCOM requirements with the remaining work effort supporting other DOD organizations including the Military Services, Defense Agencies, and their components. INFORMATION SOUGHT This RFI is seeking responses from businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 541513 - Computer Facilities Management Services. This synopsis is encouraging responses from qualified and capable Small and Large Businesses. The data obtained from this RFI will assist the Government in understanding the capabilities available in the IT services marketplace and aid in the development of a way-ahead for USTRANSCOM to obtain IT Support Services for its C4 environment. INFORMATION REQUESTED This market research effort will aim to answer the questions below. Interested parties are requested to submit a maximum of 5 pages with respect to questions 1-9 below. The answers will be instrumental in providing the background needed to construct a solid requirement and form a successful acquisition strategy: 1. Describe your firm's experience in transforming an organization to an ITIL focused organization and the outcome. a. Address the processes identified on page 3 of the draft Performance Work Statement (PWS) in your response. b. Provide the organization's name, contract number, and the dollar value of the contract. 2. The government anticipates the ITSM requirement will consist of a base year and four option periods with a life cycle cost between $80M and $120M. a. Identify your firm's experience in managing an IT contract of similar size, scope, and magnitude of effort as a prime contractor. b. Does your firm possess the personnel and financial resources to manage and perform as a prime contractor on an $80-120M contract that requires approximately 180-220 personnel? FOR SMALL BUSINESSES ONLY: If the requirement is to be set aside for small businesses, the clause at FAR 52.219-14 will be included in the contract. The clause requires that "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." 3. Identify the largest IT contract your firm has managed as a prime contractor. Please include the dollar value, scope, and magnitude of effort. 4. To what extent will teaming be required? 5. Identify the Government wide Acquisition Contracts (GWACs) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts on which your firm is a contract holder. 6. Which GWAC or IDIQ contract would you recommend for this requirement? 7. The Government intends to utilize NAICS code 541513 for this acquisition. Is this NAICS code appropriate or do you suggest a different NAICS? 8. Identify the type(s) of contract you consider most appropriate for the work identified in the draft PWS. Firm-fixed-price (FFP), labor hour (LH), Cost Plus etc.? 9. Security/ Regulatory Requirements (Ref Draft PWS Para 4.17.3). Onsite staff will require at least a minimum of a SECRET clearance; several positions require Top Secret/Sensitive Compartmented Information (TS/SCI). Does your firm possess the personnel security requirements identified in the PWS? 10. Briefly describe your experience in performing the work required by the PWS task areas identified below (please limit your response to 7 pages): a. Risk Management (Ref Draft PWS Para 1.3.4) Briefly describe a relevant project in which your company has implemented and conducting operations for all phases of the DoD Risk Management Program (Ref DoD O-8530.01-M). Please include efforts in the following activities: 1) Information Systems Security Engineering (ISSE). 2) Security Auditing, Configuration, and Vulnerability Management Activities Support. 3) Authorization Support. 4) Insider Threat Risk Mitigation. b. Network Environments and IT Service Support (Ref Draft PWS Paras, 1.3.5, 1.3.6 and 1.3.11) Briefly describe a relevant project in which your company provided/performed planning, transition and operations for network environments and IT services. These services may include, but are not limited to: administrations of virtual environments, storage area networks, network switches, routers, directory services (e.g., Active Directory, LDAP), Unix/Linux/Windows servers, backup and recovery systems, database administration (e.g., Oracle, MS SQL, Sybase), and mail services (e.g., Exchange, AMHS). c. Application Portfolio Management (Ref Draft PWS Para 1.3.16) Briefly describe a relevant project in which your company provided Application Portfolio Management in accordance with best practices to include but not limited to identifying cost savings and policy recommendations. d. Security Operations Management Support (Ref Draft PWS Para 1.3.19) Briefly describe a relevant project in which your company provided security services: 1) Cyber Security Defense (with experience implementing and operating a Host Based Security System (HBSS)). 2) Intrusion Detection Monitoring and Incident Management. 3) Cyber Threat Analysis. 11. Identify areas within the draft PWS that may require improvement, further clarification or detail (this is excluded from the page limitation).
