- DRAFT PWS RFI This is a Request for Information (RFI). The Government is seeking to identify qualified 8(a) small business sources under NAICS code 541611, Administrative Management and General Management Consulting Services, GSA Schedule 736 SIN 736-1, Administrative Support and Clerical Occupations. This RFI is "ONLY" for the purpose of identifying potential sources for market research purposes and IS NOT A REQUEST FOR QUOTE (RFQ), nor does it restrict the Government as to the ultimate acquisition approach that may be forthcoming. Responses to this RFI are encouraged. However, the Government will not reimburse respondents for any costs incurred in preparation of a response to this RFI. Responses to this RFI are not quotes and cannot be accepted by the Government to award a Schedule order(s) or BPAs. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned. There is no commitment by the Government to issue a RFQ or to make award(s) from this RFI. For market research purposes only 8(a) small businesses should provide responses. 1. CONTRACT INFORMATION: The Huntsville Engineering and Support Center, U.S. Army Corps of Engineers (CEHNC) is seeking to possibly provide non-personal administrative services to CEHNC in Huntsville, AL. However, there are other smaller locations associated with this command that may need support periodically. Those locations will be identified as needed. CEHNC anticipates awarding a contract for a base period of 3 years working days with 2 one year option periods. Interested 8(a) small business firms who meet the capability requirements identified in this RFI are requested to reply with a response to the questions presented below. If no experience or capabilities are associated with a particular question, so indicate. 2. PROJECT INFORMATION: The Government's objective is to fill temporary positions at CEHNC and its satellite offices for internal support services to the US Army Engineering and Support Center, Huntsville (CEHNC). CEHNC has an immediate need to provide general technical, project management, engineering services, and contract administration services in support of the center. The contracted services will support programs and contracts administered by CEHNC as required and at the discretion of the Contracting Officer. Individual job descriptions for these positions can be found in the draft Performance Work Statement (PWS) attached to this RFI. The Government has a need for the tasks associated with the following types of support listed below on a temporary basis during peak workload seasons. The resultant contract will not augment Government staff or be used for procuring full or part time employees. The contractor's personnel may be used at the Task Order Level however the use of non-Government advisors will be strictly controlled and non-Government advisors will be required to sign a Non-Disclosure Agreement (NDA) for any source selection process. All non-Governmental advisor activities will be monitored throughout the process. CEHNC will closely monitor the capacity of this contract vehicle and if obligation rates exceed baseline expectations, will pursue a competitive 8a procurement for these services to ensure continued support is available to the center. The Government may require various positions of services at any given time as specified and each order would identify the specific work to be performed. 3. SUBMISSION REQUIREMENTS Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications in the following format: The submissions should be Times New Roman, font size 12 and should not exceed 5 one-sided, 8 ½" X 11" pages. The submission will address all questions in the Capabilities Questionnaire and your ability to perform the services stated in the Project Information section and draft PWS. Computer files must be compatible with Microsoft Word 2007. Please submit responses via email to Cynethia.Crawford-McDonald@usace.army.mil. Submission shall be received not later than 4:00PM. Central Time, Monday 4 January 2016. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered.
