- Naval Facilities Engineering Command Southwest (NAVFAC SW) intends to solicit and award a competitively negotiated Firm-Fixed-Price (FFP) single award indefinite delivery indefinite quantity Job Order Contract (JOC) for Marine Corps Mountain Warfare Training Center Bridgeport - Bridgeport, CA, Naval Air Station (NAS) Fallon - Fallon NE, and Navy Operational Support Center (NOSC) Reno - Reno NE. This procurement will be synopsized and set-aside for 8(a) concerns only. For simplicity, MCMWTC Bridgeport and NAS Fallon will be referred to as Bridgeport and Fallon. Additionally, NAS Fallon is the Acquisition support for NOSC Reno; therefore Fallon ™s requirements are inclusive of NOSC Reno ™s requirements. This JOC will provide the supervision, equipment, material, labor, overhead and all means necessary to provide complete and usable facilities at various locations Bridgeport and Fallon. It is anticipated that a single contract will be awarded as a result of this solicitation. The contract resulting from this solicitation will include one (1) base year and four (4) option years with a not to exceed amount of $20,000,000. It is anticipated that project task order amounts will range between $2,000 and $1,000,000. In the case of any task order exceeding $1,000,000, the contractor is not required to accept the task order. ************************************************************ Procurement Method: Contracting by Negotiation utilizing the LPTA best value source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-price factors. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award a single contract to the offeror submitting the lowest price technically acceptable offer. ************************************************************ The NAICS Code for this procurement is 238990 and the annual size standard is $15M. ************************************************************************************* Estimated Cost and Contract Term: The solicitation will result in the award of single contract for a base year and four (4) option periods for a maximum of sixty (60) months or an aggregate maximum value of $20,000,000, whichever comes first. Only the base period of the contract will offer a $5,000 minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. ************************************************************ This is a new procurement. It does not replace an existing contract. The solicitation should be available at this site in mid-January 2016. Contract Award is anticipated for May 2016.
