Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Community Based Bike & Ped Safety Assessments Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to develop a review process for communities to assess their pedestrian and bicyclist safety problems and develop a corresponding action plan to reduce the number of injuries and fatalities from motor vehicle related traffic crashes involving bicyclists and pedestrians. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Behavioral Safety Research conducts extensive research, data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. While overall traffic fatalities have gone down, pedestrian and bicyclists fatalities have been on a steady incline since 2009. In 2013, there were 4,735 pedestrians and 743 bicyclists killed and an estimated combined 114,000 injured in motor vehicle traffic crashes. As a percentage of the total motor vehicle-related deaths in 2013, pedestrian fatalities represented 14 percent and bicyclist fatalities represented 2.3 percent, a combined 16.3 percent of the total. To combat this trend, NHTSA is supporting and encouraging the implementation of numerous efforts and strategies. NHTSA recognizes that the first step in addressing traffic safety issues is assessing the problem. However, with low fatality numbers across the individual States and limited exposure data on walking and biking, problem identification on a national or State level is difficult. Although the numbers are even much lower in communities, isolating the issues on a community level allows greater success in identifying causes and related solutions that can directly address pedestrian and bicyclist fatalities and injuries from crashes with motor vehicles. NHTSA offers an assessment and provides tools for identifying pedestrian and bicyclist safety problems. At a State's request, NHTSA facilitates pedestrian and bicyclist program safety assessments using established uniform program guidelines. The assessment process is designed for an overall State-level review and results primarily in State-level recommendations. NHTSA and the Federal Highway Administration make available many tools and technical assistance for the public to assess the safety of their community for walking and biking. The Walkability and Bikeability Checklists helps give insight into the walkability and bikeability of a neighborhood. It contains insightful questions, allowing the user to evaluate a neighborhood's walkability. In addition to the questions, the Checklists provide both immediate answers and long-term solutions to a neighborhood's potential problems. The road safety audits are unbiased examination/evaluation of the walking and biking environment. The general purpose of an audit is to identify concerns for pedestrians and bicyclists related to the safety, access, comfort, and convenience of the environment. In addition to identifying problem areas, an audit can be used to identify potential alternatives or solutions (such as engineering treatments, policy changes, or education and enforcement measures). USDOT conducted a multi-modal effort to document collaborative process to address pedestrian and bicycle safety in Dallas/Fort Worth, Texas, Boston, Massachusetts and Lansing, Michigan. The coalitions of these communities used the above described checklists or audits to identify gaps and problems. While these tools are useful to communities in identifying the problem, there is not a community-based systematic process and uniformed guidelines for using these tools to develop a corresponding comprehensive, effective, and efficient pedestrian and bicyclist safety plan. Objective: The objective is to develop a community-based systematic review process with corresponding guidelines and provide technical assistance to communities in implementing pedestrian and bicyclist safety problems and corresponding action plans; thereby increasing bicyclist and pedestrian safety. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: To create a formal process for local communities to assess their pedestrian or bicyclist safety problems; To develop a bicyclist and pedestrian safety uniform guidelines for use by local jurisdictions; to identify strategies and approaches to address pedestrian and bicyclist safety issues; To test assessment process and guidelines in two to three communities; and To market the availability of the assessment tool and process. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 7 calendar days from the date of publication of this notice.
