Description
The Space and Naval Warfare Center (SPAWAR) intends to award a sole source follow-on contract to the Questionmark Corporation, a small business, located at 535 Connecticut Ave, Ste. 100, Norwalk, CT 06854. The anticipated contract will be for the procurement of annual software maintenance, consulting, training, and travel for the commercial Perception Learning Assessment System (LAS), to which the Navy and Marine Corp have perpetual enterprise software licenses. Questionmark Corporation, the sole proprietary owner of the Perception LAS, produced and owns the programming code. As such, Questionmark Corporation is the only source which can provide annual software maintenance, minor software modifications and training for the Perception LAS software. Pursuing award through competition would result in unacceptable delays in fulfilling critical mission requirements, potentially leading to the non-availability of the LAS. The anticipated contract will be firm-fixed price and negotiations will be conducted using other than full and open competition pursuant to statutory authority of 10 U.S.C. 2304(g) (1)(b), as implemented by Federal Acquisition Regulation (FAR) 13.5 Test Program for Certain Commercial Items. The maximum length of the anticipated LAS contract, estimated to be awarded on 20 March 2016, will be five years, comprised of a one-year base with four one-year options. The estimated total dollar value of this contract, inclusive of options, is $1.9M. The applicable North American Industrial Classification System (NAICS) code is 511210 with a size standard of $38.5M. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
