Description
The Government intends to solicit on an Unrestricted, Full and Open Competition basis for the delivery of Propellant, Bulk Isopropyl Alcohol (IPA) With and Without Dye (87.4% - 87.9% PURITY) IAW MIL-P-87931 Dated 16 Dec 1977 & Validated 15 Jun 15, Hazardous Material, NSN: 9135-00-150-8354, for delivery to various locations throughout the Continental United States (CONUS). The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Bulk Isopropyl Alcohol and its associated services. The Government intends to award multiple Blanket Purchase Agreements (BPAs) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Utilization of the BPA process will allow the multiple BPA contractors to provide specific pricing of each individual delivery (quantity, product, and location specific) as they are received. The delivery order/call will then be placed with that BPA contractor that provides the lowest price for each requirement utilizing their BPA contract. The BPA contracts' ordering period will be from Date of Award through 31 January 2021. BPA Awards will be made to all offerors determined to be capable of providing on-specification product meeting the requirements of the solicitation. For estimating purposes, DLA Energy anticipates orders for approximately 24,980 LBs and 111,000 LBs annually for the IPA With and Without Dye, respectively. The solicitation will be issued on or about 5 January 2016 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
