Description
This is not a request for Quote or proposal. This is a SOURCES SOUGHT announcement in order to determine Small businesses and other than small businesses participation in the acquisition. No reimbursement will be made for any cost associated with providing information in response to this announcement. THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for LMR Maintenance on an SOLE SOURCE basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry, FedBizOpps. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The NAICS code(s) is/are: 334220 Radio and Television Broadcasting and wireless with a size standard of 750 employees. The Contractor will be providing technical assistance and software support of Fort Drum's Harris Land Mobile Radio System. Harris Corporation is the sole provider of all software contained within the current Harris Land Mobile Radio System. The information contained in the software is proprietary information; therefore distributors of the systems are not permitted to provide the required technical assistance to the existing radio system. The Contract includes the following coverage: No emergency response time; coverage is from 8-5 Mon-Fri. Replacement parts are provided. The Period of Performance is from 6 February 2016 to 5 February 2017.The statutory authority for the sole source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. If it is found through this sources sought notice that multiple Contractors are able to provide this software and technical assistance for the Harris Land Mobile Radio System the procurement will be reevaluated. In response to this sources sought, please provide all of the following in order to be considered: 1. Proof that you are able to provide technical software and support for the Harris Land Mobile Radio System. 2. Name of the firm, point of contact, phone number, email address, Active System for Award Management (SAM) registration, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Failure to provide this information by the response time could make information determined to be incomplete and therefore not able to be evaluated. 3. Information to help determine if the requested service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. If interested, submit the information via email to Robert Dallas at robert.m.dallas4.civ@mail.mil no later than 9:00 AM (Noon) Eastern Standard Time, 20 January 2016, with Fort Drum LMR Maintenance in the subject line. If a solicitation is issued, it will be announced at a later date.
